The City of Hialeah, Florida, will receive electronic (sealed) bids for the project entitled: Medical Benefits Consulting and Brokerage Services until Tuesday, April 21, 2026 via the City’s e-Procurement Portal located at https://procurement.opengov.com/portal/cityofhialeahfl. The responses must be submitted electronically in the manner specified below in the electronic submittal method described below and in no other manner. Bids submitted in any other manner will not be considered.

The City of Hialeah (“the City”) is seeking proposals from qualified firms providing comprehensive benefits brokerage and consulting services. The City is committed to providing comprehensive, high-quality, and cost-effective benefit plans and programs that provide optimum value to the City, its employees, and its retirees. The City intends to establish a contract with a consulting firm that provides both direct and integrated actuarial and legal services, providing the expertise and seamless coordination necessary to support a strategic, methodical, and outcome-based approach for the continued development and forecasting of the City’s medical, dental, vision, life and disability, flexible spending accounts, voluntary insurance benefits, while maintaining State and Federal regulatory guidelines.
The selected firm will assist in designing, implementing, and managing competitive, cost- effective benefits programs that align with the City’s organizational goals, enhance employee satisfaction, and comply with regulatory requirements. The goal is to establish a strategic partnership with a benefit consulting firm that can provide the expertise, resources, and innovative solutions necessary to meet the City’s benefits management needs. Services will primarily be performed off-site.
Each Response must be submitted electronically via the City’s e-Procurement Portal located at https://procurement.opengov.com/portal/cityofhialeahfl no later than the date and time specified below. Bids received after said date and time or in some other manner than as stated above will not be considered and no time extensions or waivers will be granted.

(The City reserves the right to delay or modify scheduled dates and will notify Bidders in writing of all changes in scheduled dates.)
The City of Hialeah reserves the right to reject any and all responses, and to decide to re- advertise/re-bid or not, or to waive any informalities or minor irregularities, technicalities, or omissions, in the solicitation process. Responses may be held over by the City of Hialeah Purchasing Division, at its sole discretion, for a period not to exceed one hundred eighty (180) days from the date of opening for the purpose of reviewing the response and investigating the qualifications of the respondents, prior to consideration of the awarding of the contract and must be honored by the Vendor on the same terms and conditions during this period.
Please be advised that this Solicitation is issued subject to the City of Hialeah’s Charter and Code of Ordinances. and the Miami-Dade County “Cone of Silence”, see 2-11.1(t), Miami- Dade County Code, which are deemed as being incorporated by reference in this Solicitation. Communications with the Mayor, City Council, and City Staff are restricted.
