DRAFT SUBSTANTIAL AMENDMENTS TO PY 2021-2025 CONSOLIDATED PLAN &
PY 2025 ANNUAL ACTION PLAN PUBLIC COMMENT PERIOD & PUBLIC HEARING
NOTICE is given that Substantial Amendments to the City of Miami Garden’s Program Year (PY) 2021-2025 Consolidated Plan and PY 2025 Annual Action Plan (AAP) for the use of Federal HOME Investment Partnerships Program funds from the U.S. Department of Housing & Urban Development (HUD) will be available for a thirty (30) day public comment and review period. Notice is also given that a Public Hearing will be held. These funds provide programs that benefit low- to-moderate income persons in the City. This notice formally advises that the draft Substantial Amendments can be downloaded from the City of Miami Gardens Department of Community Development website at https://www.miamigardens- fl.gov/170/Community-Development. Written comments will be received for thirty (30) days, starting March 12, 2026, until April 12, 2026. To view a hardcopy of the document and submit comments please visit a location listed below. Public Hearing: The City will hold a public hearing on April 1st, 2026 at 3:00 PM to review and discuss the proposed amendments to the AAP and Consolidated Plan. The public hearing will be held at City Hall in the Community Room, 18605 NW 27th Avenue, Miami Gardens, FL 33056. The Consolidated Plan assesses the housing and community development needs and identifies the overall priority needs in the City over a five-year period. A strategic plan with goals was created to address these needs. The City received HOME funds for the first time in PY 2025, which is the final year of the 2021- 2025 Consolidated Plan. To administer HOME funds the City is required to make a Substantial Amendment to the Plan, and will include HOME funds as a resource. A goal for Affordable Housing Assistance was also included to benefit low-to moderate-income owner- and renter-occupied households. The City received $395,843.18 in HOME funds for PY 2025. The proposed budget is:
HOME Administration: $39,584
HOME CHDO Set-Aside: $59,377.18 HOME Affordable Housing Assistance: $296,882
