NOTICE The School Board of Miami-Dade County, Florida announces the following Board Policy action will be taken at its meeting on: APRIL 22, 2026 1:00 P.M. School Board Auditorium 1450 N.E. Second Avenue Miami, Florida 33132 To Amend Board Policy 6320, Purchasing, pursuant to School Board action addressing revenue-generating agreements and exceptional purchases, an Office of the Inspector General (OIG) report recommending policy changes, and legislative changes on local preferences and public works projects. Pursuant to Board action, Policy 6320 is proposed for amendment to address "revenue-generating agreements," as newly defined in the policy, and require that if such agreements equal to or exceed $100,000 in value, or will otherwise have a substantial impact on the District or community, or on student and employee health, safety and welfare, they must be recommended to the Board for approval. Also pursuant to Board action, the policy would be revised to change the frequency of the exempt purchases report from quarterly to monthly; expressly incorporate the exceptional-purchase noticing requirements of F.S. 120.57, and require that all such purchases equal to or exceeding $50,000 be included in this monthly exemptions report; and require the monthly exemptions report to include evidence of electronic noticing. Further, to address recommendations made in a May 2025 OIG report on purchasing cards (p-cards), the policy would be revised to clarify that p-cards and travel cards must have "spending" limits (not "credit" limits), and that a receipt or invoice must be submitted if a quote associated with a p-card or travel card purchase in unavailable. The policy's purchasing thresholds are also proposed to be set out as "tiers"; provisions already stated verbatim in other policies are proposed to be combined or deleted; references to "Certified Business Enterprises," and updates to District practices concerning the composition of selection committees, would be added or revised; the reinstatement of the cone of silence in the context of bid protests would be specified; and based on changes to F.S. 255.0991 and F.S. 255.0992, provisions on local preferences for specific services would be deleted, and prohibitions applicable to public works projects would be added. If requested, a hearing will be held during the April 22, 2026 School Board meeting. Persons request­ing such a hearing must submit a written request to the Superin­tendent of Schools, Room 912, same address as above, by April 7, 2026. The policy will be effec­tive upon filing with The School Board of Miami-Dade County, Florida on April 22, 2026. A person wishing to appeal any decision made by The School Board of Miami-Dade County, Florida, with respect to any action on this policy should ensure the prepa­ration of a verbatim record of the proceed­ings, including the testimony and evi­dence upon which the appeal is to be based.
