IN A 100-YEAR FLOODPLAIN

Miami-Dade County Department of Housing and Community Development (HCD) gives notice that an evaluation of federal regulation 24 CFR Part 58 has been conducted as required by Executive Order 11988, in accordance with regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management and Wetlands Protection. HCD will be seeking approval from the United States Department of Housing and Urban Development for a Section 18 Demolition/ Disposition. This activity is located within a 100-year floodplain.
Scattered Sites 9D and 11D Demolition: The Scattered Sites 9D and 11D Demolition project will consist of the demolition of former multi-family public housing structures that were constructed in 1970. All residential units are vacant. Historical records indicate that these properties were used for residential purposes since initial development in 1924. Both properties underwent incremental development between the 1920s and the 1970s, with the current residential structures constructed in 1970. The buildings are aged and in a state of disrepair, therefore, demolition is being proposed to allow for future redevelopment. The subject properties are located at 3169 NW 21st Avenue, Miami, FL 33136 / Folio No. 01-3127-078-0010 (Scattered Site 9D) and 1919 NW 29th Street, Miami, FL 33136 / Folio No. 01-3127-077-0010 (Scattered Site 11D) and consist of two non-contiguous parcels. The properties contain a total of 1.72 acres. Scattered Site 9D is located on the southwest corner of NW 32nd Street and NW 21st Avenue and is developed with four residential apartment buildings. Scattered Site 11D is located on the southwest corner of NW 30th Street and NW 19th Avenue and is developed with one residential building. The properties associated with the Scattered Site 9D and 11D Demolition project are located within the AE (EL 9 Feet) 100-year floodplain in accordance with Flood Insurance Rate Map Panel No. 12086C0311L, effective 9/11/09. The proposed project sites are not located within a wetland. The Scattered Site 9D and 11D Demolition project will be funded through Section 18 Demolition/Disposition – Public and Indian Housing funding.
It is HCD’s determination that there is no practicable alternative for the project. The project will demolish and remove deteriorated former residential housing structures that have become a community concern. There will be no impacts to the floodplain due to the currently improved project site conditions and the nature of the demolition project, in that it will create additional pervious area within the floodplain. The No Action alternative is also impracticable because it will not satisfy the project objectives of demolishing and removing deteriorated former housing structures.
There are three primary purposes for this notice. First, people who may be affected by activities in floodplains and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about floodplains can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains, it must inform those who may be put at greater or continued risk.
Environmental files that document compliance with steps 3 through 6 of Executive Order 11988, are available for public inspection, review and copying upon request at the times and location delineated in the last paragraph of this notice for receipt of comments.
