NOTICE TO PROPOSERS CEI SERVICES FOR MIAMI LAKES PARK WEST BICYCLE AND PEDESTRIAN IMPROVEMENTS PROJECT RFQ NO. 2025-18 Federal-Aid Project Number: 447968-1-68-01 Date Advertised March 13, 2026 Non-Mandatory Pre-Bid Conference 11:00 AM EST, March 20, 2026 Deadline to Submit Questions: 5:00 PM EST, April 1, 2026 Deadline for Town to Submit Responses: 5:00 PM EST, April 6, 2026 Bids Due: 11:00 AM EST, April 15, 2026 Anticipated Award Date: May 19, 2026 The Town of Miami Lakes (the "Town") will be accepting sealed responses for construction engineering and inspection ("Services") for the Miami Lakes Park West Bicycle and Pedestrian Improvements Project. Proposers must submit one (1) original and four (4) copies of their Proposal with original signatures together with a copy of the Proposal on a Flash Drive/Thumb Drive. Proposals must be received by the Town of Miami Lakes, Town Clerk at 6601 Main Street, Miami Lakes, Florida no later than 11:00 AM EST, April 15, 2026, Bids received after the stated date and time will be deemed non-responsive. Scope of Services: The Services consist of providing construction engineering and inspection services for the Miami Lakes Park West Bicycle and Pedestrian Improvements Project. Non-Mandatory Pre-Proposal Conference: A non-mandatory pre-proposal conference is scheduled for 11:00 AM EST, March 20, 2026, in the Community Conference Room at 6601 Main Street, Miami Lakes, Florida 33014. Minimum Qualification Requirements: To be eligible for award, proposers must: 1. Be a State of Florida licensed engineering firm or be a licensed engineering firm in any other State provided the firm possesses a Certificate of Authorization to offer engineering services in the State of Florida; 2. Possess a minimum of five (5) years' experience in performing similar work. 3. Have completed three (3) projects in the past five (5) years of a similar size, scope, and complexity 4. Proposer MUST have a Resident Compliance Specialist (RCS) as part of their team. The Town will consider a Proposal as responsive where a Proposer has less than the stipulated minimum number of years of experience solely where the Proposer has undergone a name change and such change of name has been filed with the firm's home state. All Proposals must be submitted in accordance with Sections 2 & 5 of this RFQ. Any Proposal received after the specified time and date will not be considered. The responsibility for submitting a Proposal before the stated time and date is solely and strictly the responsibility of the Proposer. Pursuant to subsection (t) "Cone of Silence" of Section 2-11.1 "Conflict of Interest and Code of Ethics Ordinance" of Miami Dade County, public notice is hereby given that a "Cone of Silence" is imposed concerning this solicitation. The "Cone of Silence" prohibits communications concerning the substance of RFP's, RFQ's or Bids, until such time as the Town Manager makes a written recommendation to the Town Council concerning the solicitation.
