Miami-Dade County Department of Housing and Community Development (HCD) gives notice that an evaluation of federal regulation 24 CFR Part 58 has been conducted as required by Executive Order 11988, in accordance with regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management and Wetlands Protection. HCD will be seeking approval from the United States Department of Housing and Urban Development for under Section 18 of the Housing Act of 1937 for Demolition/Disposition. Portions of this activity are located within a 100-year floodplain.
Annie Coleman 16: The Annie Coleman 16 project will consist of the demolition of former multi-family public housing structures that were constructed in or around 1966. The vast majority of the Annie Coleman buildings are vacant. The sites are planned for demolition due to deteriorated site and housing conditions and are currently a community concern. The proposed project consists of the demolition of the Annie Coleman 16 apartment buildings located at the following addresses and associated folio numbers:

It is HCD’s determination that there is no practicable alternative for the project. The project will demolish and remove deteriorated former residential housing structures that have become a community concern. There will be no impacts to the floodplain due to the currently improved project site conditions and the nature of the demolition project, in that it will create additional pervious area within the floodplain. The No Action alternative is also impracticable because it will not satisfy the project objectives of demolishing and removing deteriorated former housing structures.
There are three primary purposes for this notice. First, people who may be affected by activities in floodplains and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about floodplains can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains, it must inform those who may be put at greater or continued risk.
Environmental files that document compliance with steps 3 through 6 of Executive Order 11988, are available for public inspection, review and copying upon request at the times and location delineated in the last paragraph of this notice for receipt of comments.
