RFQ Advertisement for MIA Bldg 3090 Construction – FINAL for publication Request for Qualifications (RFQ) Announcement Florida Power & Light Company seeks qualified contractors for a comprehensive infrastructure upgrade at Miami International Airport Building 3090. This mission-critical project involves two main work areas: (1) installation of backup power generation systems and electrical distribution upgrades and (2) HVAC system upgrades and building envelope modifications. All work must be completed without disruption to operations at this essential airport facility. The estimated project duration is projected to be 20 months. Minimum qualifications 5 years of experience managing mission-critical infrastructure projects at airports or similar facilities with 24/7 operations (note that a proven track record of projects at active commercial airports is highly preferred) Florida-licensed General Contractor (CGC) or Electrical/Mechanical Contractor (must be properly licensed per Florida Construction Industry licensing laws) Bonding capacity for projects $10 million+ Demonstrated financial stability through credit reports, financial statements, and net worth documentation Must have bona fide supervisory control and active involvement in project implementation ("paper qualifiers" with no actual supervisory involvement will not be considered) A solid safety record with documentation of EMR less than 1.0 from workman's comp carrier Comply with all applicable regulations (Miami-Dade County Building Code, Florida Building Code HVHZ certification, MDAD badging and security clearance capabilities, NFPA, ASHRAE, and SMACNA standards) Ability to meet insurance requirements (to be outlined in the RFQ) If your company meets these minimum criteria, full RFQ documents may be obtained upon request by emailing FPLOSPSProjects@fpl.com. RFQ response packages are due by April 10, 2026. FPL will evaluate RFQ responses and select a minimum of three (3) qualified bidders to participate in a project-specific Request for Proposal (RFP).
