The Town of Miami Lakes (the "Town") will be accepting sealed Bids for the Town's Miami Lakes Park West Bicycle and Pedestrian Improvements Project ("Project"). Bidders are to submit one (1) marked original and Four (4) physical copies of their Bid with original signatures, along with a virtual copy of the Bid on a Flash Drive. Sealed Bids, including the Flash Drive, must be received by the Town of Miami Lakes, Town Clerk at 6601 Main Street, Miami Lakes, Florida no later than 11:00 AM EST, April 8, 2026
This is grant-funded project administered in coordination with the Department's District 6 Local Agency Program consisting of narrowing existing travel lanes, providing bike lanes, enhancing the existing crosswalks , adding ADA connectivity and ramps, adding speed tables, and updating the safety-related signing and pavement marking of the existing crosswalk connections.
Non-Mandatory Pre-Proposal Conference:
A non-mandatory pre-proposal conference is scheduled for 11:00 AM EST, March 13, 2026, in the Community Conference Room at 6601 Main Street, Miami Lakes, Florida 33014.
Scope of Work:
The Contractor must furnish all labor, materials, supplies, tools, equipment, supervision, and services necessary for the construction of the protected bike lanes, new crosswalks, updating the signing and pavement marking of the existing crosswalk connections, and adding speed tables at the project location per the attached project plans and in accordance with all applicable Department Design Standards, Department Standard Specifications, Miami Dade Traffic Specifications and Details for Signal Equipment, and the Americans with Disabilities Act.
Work includes but is not limited to removal of concrete curbs and sidewalks , construction of concrete sidewalks and concrete curb and gutter, and regulatory signing and pavement markings as required in the project plans. The Work includes furnishing, installing, constructing, delivery, of a complete project with the required maintenance of traffic devices, and quality assurance testing as applicable to the project.
Location: Montrose (NW 82nd Avenue) and Balgowan Road, from Miami Lakes Drive (NW 154th Street) to Ardoch Road, approximately 0.7 miles.
Minimum Qualification Requirements:
1. Possess a current certified license from the State of Florida as a General Contractor.
2. Have completed a minimum of three (3) projects of a similar size, scope, and complexity
in the last five (5) years, where the value of each project exceeds $450,000; and
3. Be an FDOT pre-qualified contractor for work types
a. 10, Flexible Pavement; Prime or Subcontractor
b. 28, Pavement Markings; Prime or Subcontractor
c. 38, Roadway Signing; Prime or Subcontractor
d. 40, Sidewalk; Prime or Subcontractor
4. Be capable of self-performing forty percent (40%) of the primary physical construction Work.
The Town will consider a Bidder as responsive where a Bidder has less than the stipulated minimum number of years of experience solely where the Bidder has undergone a name change and such change of name has been filed with the State of Florida or where the Bidder was a subsidiary of a larger firm and the Bidder's firm has been merged into the larger firm. Bidder must include documentation substantiating such name change as part of its Submittal for the Town to consider crediting the years of experience from the Bidder under its previous name. Failure to include such documentation with the Response will result in a determination of non-responsive.
The Town will only accept Bids from entities in the private sector and therefore will not consider public agencies acting in competition with the private sector for this solicitation.

All Bids must be submitted in accordance with Section B Instructions to Bidders. Any Bids received after the specified time and date will not be considered. The responsibility for submitting a Bid before the stated time and date is solely and strictly the responsibility of the Bidder.
Pursuant to subsection (t) "Cone of Silence" of Section 2-11.1 "Conflict of Interest and Code of Ethics Ordinance" of Miami Dade County, public notice is hereby given that a "Cone of Silence" is imposed concerning this solicitation. The "Cone of Silence" prohibits communications concerning the substance of RFP's, RFQ's or Bids, until such time as the Town Manager makes a written recommendation to the Town Council concerning the solicitation. Any questions concerning the substance of this, or any other solicitation advertised by the Town should be submitted in writing to procurement@miamilakes-fl.gov while the Cone of Silence is in effect. Failure to comply with the Cone of Silence may result in the rejection of a Submittal. For additional information concerning the Cone of Silence please refer to Section 2-11.1 of Miami-Dade County Code.
