CITY OF HIALEAH ADVERTISEMENT & INVITATION FOR BIDS The City of Hialeah, Florida, will receive electronic (sealed) bids for the project entitled: Special Magistrate Services until Friday, March 20, 2026, the bids must be submitted electronically in the manner specified below and in no other manner. Bids submitted in any other manner will not be considered. Special Magistrate Services BID #2025-26-012 Contract documents, including drawings, technical specifications, addendums, and proposal forms, may be obtained on the City’s e-Procurement Portal located at https://procurement.opengov.com/portal/cityofhialeahfl The City of Hialeah is requesting proposals from interested and qualified Florida licensed attorneys whose membership with the Florida Bar is in good standing to provide Special Magistrate Services in accordance with the City of Hialeah Code of Ordinances Chapter 22 and Florida Statutes Chapter 162, as a Special Magistrate. The primary objective is to promote, protect, and improve the health, safety, and welfare of Hialeah’s citizens by providing an equitable, expeditious, and effective means of enforcing City codes and ordinances. Each Response must be submitted electronically via the City’s e-Procurement Portal located at https://procurement.opengov.com/portal/cityofhialeahfl no later than the date and time specified below. Bids received after said date and time or in some other manner than as stated above will not be considered, and no time extensions will be granted. The City’s schedule for this Solicitation is as follows: Event Date Time Advertisement Date: February 22, 2026 Last Date for Receipt of Written March 13, 2026 2:00 PM Questions: Deadline for Submittal of Bids: March 20, 2025 11:00 AM (The City reserves the right to delay or modify schedule dates/times and will use its best efforts to notify Bidders of all changes in scheduled dates.) The City of Hialeah reserves the right to reject any and all responses, and to decide to re-advertise/re-bid or not, or to waive any informalities or minor irregularities, technicalities, or omissions, in the solicitation process. Responses may be held over by the City of Hialeah Purchasing Division, at its sole discretion, for a period not to exceed one hundred eighty (180) days from the date of opening for the purpose of reviewing the responses and investigating the qualifications of the respondents, prior to consideration of the awarding of the contract and must be honored by the Vendor on the same terms and conditions during this period. Please be advised that this Solicitation is issued subject to the City of Hialeah’s Charter and Code of Ordinances. and the Miami-Dade County “Cone of Silence”, see 2-11.1(t), Miami-Dade County Code, which are deemed as being incorporated by reference in this IFB.
