PROPOSAL The City of Hialeah, Florida, will receive electronic (sealed) bids for the project entitled: Federal & State Professional Lobbying Services until Tuesday, March 24, 2026, the bids must be submitted electronically in the manner specified below and in no other manner. Bids submitted in any other manner will not be considered.

Contract documents, including drawings, technical specifications, addendums, and proposal forms, may be obtained on the City’s e-Procurement Portal located at https://procurement.opengov.com/portal/cityofhialeahfl The City of Hialeah (the “City”) is seeking proposals from experienced and qualified governmental affairs consulting firms to provide professional lobbying services. The City intends to select two (2) separate firms to provide proactive advocacy, strategic planning, and legislative monitoring: one to represent the City before the executive and legislative branches of the State of Florida, and a second to represent the City before the Federal Government. The goal of this representation is to secure legislation, appropriations, and grant funding for programs and projects identified as priorities by the City. The selected firms will serve as a consistent and effective primary point of contact between the City and state/federal officials. Each Response must be submitted electronically via the City’s e-Procurement Portal located at https://procurement.opengov.com/portal/cityofhialeahfl no later than the date and time specified below. Bids received after said date and time or in some other manner than as stated above will not be considered, and no time extensions will be granted.

Bids: (The City reserves the right to delay or modify schedule dates/times and will use its best efforts to notify Bidders of all changes in scheduled dates.) The City of Hialeah reserves the right to reject any and all responses, and to decide to re-advertise/re-bid or not, or to waive any informalities or minor irregularities, technicalities, or omissions, in the solicitation process. Responses may be held over by the City of Hialeah Purchasing Division, at its sole discretion, for a period not to exceed one hundred eighty (180) days from the date of opening for the purpose of reviewing the responses and investigating the qualifications of the respondents, prior to consideration of the awarding of the contract and must be honored by the Vendor on the same terms and conditions during this period. Please be advised that this Solicitation is issued subject to the City of Hialeah’s Charter and Code of Ordinances. and the Miami-Dade County “Cone of Silence”, see 2-11.1(t), Miami-Dade County Code, which are deemed as being incorporated by reference in this IFB. Communications with the Mayor, City Council, and City Staff are restricted.
