Notice of Early Public Review
Of a Proposal to Support Activity in the 100-year Floodplain
Flood Plain Executive Order 11988
On Flood Plain Management
February 6, 2026
To: All Interested Agencies, Groups, and Individuals
This is to give notice that the City of Miami's Department of Housing and Community Development will be submitting an application to HUD for the following project which is located within the 100-year floodplain area:
The City-Wide Commercial Façade and Code Compliance Program will provide federal funding to rehabilitate exterior façades and storefronts and to address code violations for eligible for-profit businesses located within the City of Miami. Eligible façade improvements include pressure cleaning and painting; installation or replacement of signage, awnings, shutters, impact-resistant windows and doors; and exterior lighting upgrades.
Through the Code Compliance component, participating businesses may also correct existing code violations and remove architectural barriers. Community-Based Organizations will be responsible for soliciting applications from businesses interested in participating in the program. It is anticipated that the program will assist approximately 50 to 75 businesses throughout the City of Miami, primarily serving low- to moderate-income residents in predominantly residential areas. While the specific businesses that will apply for and receive assistance are not yet known, it is expected that several small businesses will be located within the 100-Year Floodplain, as a significant portion of the City of Miami lies within this federally designated flood zone.
This notice is required by Section 29(a)(4) of Executive Order 11988 for Floodplain Management and is implemented by HUD Regulations found at CFR55.20(b) for the HUD action that is within and/or affects a floodplain.
