This is to give notice that the Miami-Dade County Department of Housing and Community Development (HCD) under Federal Regulation 24 CFR Part 58 has determined the following proposed actions under the United States Housing Act of 1937 is located in a 100-year floodplain. Miami-Dade County will be identifying and evaluating practicable alternatives to locating the action in a floodplain and the potential impacts on the floodplain from the proposed action, as required by Executive Order 11988, in accordance with U.S. Department of Housing and Urban Development (HUD) regulations in 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management and Protection of Wetlands. The proposed action is described as follows:
Annie Coleman 16: The Annie Coleman 16 project will consist of the demolition of former multi-family residential housing structures that were constructed in or around 1966. The vast majority of the Annie Coleman buildings are vacant. The sites are planned for demolition due to deteriorated site and housing conditions and are currently a community concern. The proposed project consists of the demolition of the Annie Coleman 16 apartment buildings located at the following addresses and associated folio numbers:

The proposed project sites are not located within a wetland. The Annie Coleman 16 Demolition project will be funded through the Capital Fund Program.
There are three primary purposes for this notice. First, people who may be affected by activities in the floodplain and wetland and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Commenters are encouraged to offer alternative sites outside the floodplain, alternative methods to serve the same project purpose, and methods to minimize and mitigate impacts. Second, an adequate public notice program can be an important public educational tool. The dissemination of information about the floodplain and request for public comment about floodplains can facilitate and enhance Federal efforts to reduce the risks associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in the floodplain, it must inform those who may be put at greater or continued risk.
Written comments must be received by Miami-Dade Housing and Community Development at the following address by February 18, 2026, Miami-Dade Housing and Community Development, 701 NW 1 Court, 14th Floor, Miami, Florida 33136. Attention: Xavier Vega, HCD Manager, Planning. A full description of the project may also be reviewed from 8:00 AM to 5:00 PM at the same address listed above. Comments may also be submitted via email at: communitydevelopmentservices@miamidade.gov.
