Public Notice MIAMI-DADE COUNTY HOMELESS TRUST REQUEST FOR APPLICATIONS (RFA) FOR INCLUSION IN THE U.S. HUD NOTICE OF FUNDING OPPORTUNITY (NOFO) Miami-Dade County, through the Miami-Dade County Homeless Trust (Homeless Trust), is requesting proposals for renewal and new projects as part of our collaborative application to U.S. HUD for the FY 2025 CoC Program Notice of Funding Opportunity (NOFO). The FY 2025 CoC Program NOFO funds the renewal of existing CoC grants, including DV Renewal projects and projects originally funded under the Special NOFO to Address Unsheltered and Rural Homelessness, and the competitive renewal or replacement of existing YHDP grants that are expiring in Calendar Year 2026. This NOFO also provides funding for new projects, including those created with DV Bonus, CoC Bonus, and the reallocation of existing renewal projects. This year, CoCs are being asked to direct resources towards interventions and assistance that help people regain self-sufficiency. Consistent with Executive Order 14321 “Ending Crime and Disorder on America’s Streets,” CoCs are encouraged to work with law enforcement, first responders, and their state and local governments to reduce encampments, public camping, and public drug use in order to address barriers to maintaining housing and increasing self-sufficiency. Through this solicitation Miami-Dade is prioritizing projects that provide treatment and services focused on recovery and allowing clients to regain self-sufficiency, including on-site behavioral health treatment, robust wraparound supportive services that promote returning to work and increasing income for non-seniors, utilizing the full array of mainstream programs and local and private resources to provide housing and healthcare needed to maintain safe and stably housing while imposing participation requirements. This solicitation will emphasize the reallocation of Permanent Supportive Housing to create Transitional Housing programs with the goal of improving health and long-term economic independence for the homeless. Funding being sought as part of this solicitation is contingent on respondents being selected by the Selection Committee appointed by the Miami-Dade County Mayor and U.S. HUD awarding funding to our community. Applications will be received via the Neighborly application portal. A Virtual Pre-Application Workshop will be held via Microsoft Teams from 1:00-2:30 p.m. on Friday, November 21st. We recommend downloading the Microsoft Teams mobile or desktop application before attending. Attendance at the Pre-Application Workshop is strongly recommended. We invite tribes, non-profit providers, and government agencies to review the Requests for Applications (RFA) and apply to renew existing projects or submit an application for a new project(s). THE RFA IS SUBJECT TO THE CONE OF SILENCE, COUNTY ORDINANCE 98-106. The County can only answer questions at the Pre-Application Workshop to maintain a fair and impartial competitive process. It must avoid private communications with prospective applicants during the application preparation and evaluation. The deadline for submission of responses to this application is 1:00 p.m. EST on Friday, December 19, 2025. Please refer to the Homeless Trust website for instructions on compiling and submitting your response(s) to this solicitation. Miami-Dade County is not liable for any cost incurred by the applicant in responding to the Request for Applications, and we reserve the right to modify or amend the application deadline schedule if it is deemed necessary or in the interest of Miami-Dade County.
