Public Notice The Miami-Dade County Developmental Impact Committee Lower Council will review the following applications on Wednesday, December 10, 2025, starting at 10:00am. The review will be held virtually utilizing communications media technology. Interested parties who wish to speak on an application or submit documentation, please contact Elizabeth C. The applications to be reviewed are as follows: DIC Zoning 10:15am Z2025000193 - Costco Wholesale (“the Applicant”) is requesting a Non-Use Variance from the requirement that a proposed membership warehouse be located on a major or minor roadway, as depicted on the adopted Land Use Plan Map, and within one-quarter (¼) mile of that roadway’s intersection with another major or minor roadway, and a Non-Use Variance of the spacing requirements to permit the sale of alcoholic beverages at a distance of less than the required 1,500 feet from an existing alcoholic beverage use. The property, located at the southwest corner of NW 21 Street and NW 119 Court, Miami, Florida (Folio Nos. 25-3936-000-0010, -0027, -0018, and -0026), is a vacant ±20-acre parcel in an area characterized by industrial uses to the north, retail and entertainment to the east, and the Upland East mixed-use development to the south, which includes approximately 2,000 residential units with retail and commercial space. The Applicant seeks approval to develop the site with a 158,588-square-foot membership warehouse providing greater setbacks, additional parking, and enhanced landscaping and buffers beyond minimum requirements. The Project also includes an ancillary fueling facility and liquor store, with liquor sales located in a portion of the building separate from the main entrance. A spacing survey prepared by Colliers Engineering & Design confirms existing alcoholic beverage uses within the 1,500-foot requirement. 10:45am Z2025000228 - Carnival Corporation (“the Applicant”) Lying between NW 7 Street and Blue Lagoon Drive and between NW 62 Avenue and NW 65 Avenue, is requesting to modify conditions of prior Development of Regional Impact (DRI) resolutions in order to allow the simultaneous decrease of hotel uses and increase in office uses for the development program. As part of this application, the applicant also seeks to modify conditions of prior resolutions to relocate one of the approved office buildings to a different area of the site, consolidate three existing parking structures into a single larger deck and reconfigure site access and internal circulation. In addition, the applicant requests sign variances to permit a greater number of signs and a mural sign, both of which are not permitted by code.
