NOTICE TO BIDDERS CENTRAL CALIFORNIA IRRIGATION DISTRICT 1335 West I Street Los Banos, California 93635 Sealed bids will be received at the office of Central California Irrigation District (District), 1335 West I Street, Los Banos, California, 93635 prior to 2:00 p.m. on October 21, 2026 for the Helm Canal Lining Project, Phase 1. A mandatory on-site job showing will be on October 7th, 2026. The meeting will begin at 10am at Bass Avenue and the Helm Canal. The work includes: Scarifying, trimming, and placement of compacted embankment within the existing segment of the Helm Canal; placement of unreinforced concrete lining; installation of new precast turnout structures. All work within the Helm Canal, including the turnouts, shall be completed by February 1, 2027, with remaining cleanup and final grading to be completed no later than March 15, 2027. Liquidated damages of $2,000.00 per calendar day will be assessed for failure to complete the work within the time specified. The Contract Documents, which include the Specifications and Contract Drawings may be secured at the office of Summers Engineering, Inc., 887 North Irwin Street, P. O. Box 1122, Hanford, CA 93232, (559) 582-9237 after September 21, 2026. Electronic copies of the documents will be provided at no charge. Printed copies of the Specifications and Contract Drawings will be available for a non-refundable fee of $40.00. The work is "public work" subject to prevailing wages. Listings of the prevailing wage scale for this work are available on the internet at http://www.dir.ca.gov/DLSR/PWD. Relevant public work requirements are using the appropriate number of apprentices on the jobs site (Labor Code § 1777.5), maintaining necessary workers' compensation coverage (Labor Code §§ 1860, 1861), keeping accurate records of the work performed on the project (Labor Code § 1812), permitting inspection of the payroll records (Labor Code § 1776; 8 CCR § 16400(e)), and complying with any other legal requirements, including but not limited to those found in Labor Code §§ 1720-1861 and California Code of Regulations title 8, §§ 16000-16414. No contractor or subcontractor may be listed on the bid proposal unless registered with the Department of Industrial Relations pursuant to Labor Code § 1725.5. No contractor or subcontractor may be awarded a contract for public work on a public works project unless registered with the Department of Industrial Relations pursuant to Labor Code § 1725.5. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. The bids must be accompanied by a certified check or bidder's bond for ten percent (10%) of the amount of the bid and made payable to Central California Irrigation District. The certified check or bidder's bond shall be given as a guaranty that the bidder will enter into a contract, if awarded a contract, and will be declared forfeited if the bidder refuses or neglects to enter into said contract within 10 days after being requested to do so. The successful bidder will be required to furnish a performance bond in an amount equal to one hundred percent (100%) of the contract price and a payment bond in an amount equal to one hundred percent (100%) of the contract price, said bonds to be secured from a financially responsible surety company, satisfactory to the District, authorized to do business in the State of California. The Contractor shall possess a Classification A – General Engineering Contractor license or other specialty licenses as required under the laws of the State of California. The Contractor may substitute securities for any moneys withheld to insure performance under the contract in strict accordance with Section 22300 of the Public Contracts Code of the State of California. Each Proposal submitted in response to this invitation shall include the cost of all work, labor and materials to complete the project. It shall, furthermore, include all materials and labor of whatever kind required in regard to providing adequate sheeting, shoring and bracing of excavations.
