PUBLIC NOTICE
Please take notice that the Board of Directors of Mercy Springs Water District ("MSWD") contemplates transferring up to 795 acre-feet of its Central Valley Project ("CVP") water in water year 2026. The transfers will be valid for one year only during the 2026 water year, covering the period March 1, 2026, through February 28, 2027. The transfers represent more than 20% of MSWD's contract supply for 2026. The transfers may be made to any of the following districts for use within their boundaries: Panoche Water District, Westlands Water District, Pacheco Water District, Oro Loma Water District, Angiola Water District, San Luis Water District, Contra Costa Water District, Rosedale-Rio Bravo Water Storage District, and Kern Tulare Water District. Environmental review of the transfers has been completed, but approval of the Secretary of the Interior is required.
These transfers are authorized under section 3405(a) of the Central Valley Project Improvement Act (Title 34 of Public Law 102-575), and in accordance with the terms and conditions of MSWD's CVP water service contract. This notice is provided in accordance with the requirements of the U.S. Bureau of Reclamation's "Interim Guidelines for Implementation of the Water Transfer Provisions of the Central Valley Project Improvement Act". These historic transfers help provide supplemental water to agricultural users facing ongoing water supply shortages.
Members of the public are invited to submit comments, ask questions, or provide relevant information concerning the proposed transfers described in this notice within 30 days from the date of this notice. The deadline for responding to this notice shall be October 20, 2026. Comments should be mailed to the following:
