NOTICE INVITING BIDS (Request for Bids - Section 00 11 13 of the Contract Documents) The Central California Irrigation District ("CCID" or "District") invites sealed bids for the modification of an existing concrete weir on the District's Central Canal at Mile Station 9.145, Fresno County, California, to a long-crest weir. In general, the Work consists of dewatering and water control; partial demolition and removal of portions of the existing concrete weir and of conflicting riprap and hardware; structure excavation, sediment removal, and subgrade preparation; placement of crushed rock and aggregate base; installation of post-installed #6 adhesive dowels into the existing structure; furnishing and placing reinforcing steel and cast-in-place concrete for the new weir walls, floor, cut-off wall, and a pad for a future catwalk; forming the gate opening and District blackouts; structure backfill; salvage and re-placement of existing riprap; and restoration of the canal banks. The finished structure is U-shaped in plan with approximately 45 feet in total length over 1,297 sqft floor slab and footing. Bids are on a single lump-sum basis. District-designed. The District will furnish a complete plan set. The Contractor is responsible for means, methods, and details not shown, and for field-fitting the Work to existing conditions. Any deviation from a dimension or elevation shown on the Plans requires the prior written approval of the District Engineer, the Project Manager, or the General Manager. This is not a design-build project. 1. Sealed bids will be received by the District prior to 2:00:00 p.m. (local time) on Tuesday, October 20, 2026, at CCID, 1335 West I Street, Los Banos, CA 93635, in the District Board Room, and following said deadline all bids will be publicly opened and read. Bids shall be submitted in a sealed envelope bearing the name of the bidder, the bidder's California contractor's license number, the bidder's DIR registration number, the name of the project, and the statement "Do Not Open Until the Time of Bid Opening." Bids received after said deadline will be returned unopened to the bidder. 2. A MANDATORY pre-bid meeting and site visit will be held on Wednesday, October 7, 2026 at 10:00 m. at the Project site on the Central Canal at Mile Station 9.145 (directions and a meeting point will be furnished with the Bidding Documents). The District will keep a sign-in sheet, and a bid from a bidder not represented on that sign-in sheet will be rejected as non-responsive. The canal will be in service and conveying water at the time of the visit. Contractors shall personally examine the project site prior to bidding. 3. Bidding Documents may be obtained in electronic format only from the Central California Irrigation District at no charge. Interested parties must contact David Moreno at (209) 826-1421, or dmoreno@ccidwater.org, to receive the bid documents. Bidders shall confirm receipt of all Addenda before bidding. Requests for interpretation must reach the District at least seven (7) calendar days before bid opening, and only written Addenda bind the District. 4. Time is the controlling requirement of this The Contractor shall not enter or perform any Work within the canal prism without the District's permission, and in no case before December 1, 2026. All Work that requires a dewatered canal shall be complete by February 1, 2027, so that the District can convey irrigation water through the finished structure on and after that date. No seasonal bypass of the Work is available or contemplated. All Work shall be finally complete by March 31, 2027. Liquidated damages are $2,000 per calendar day after February 1, 2027 until the in-canal Work is accepted, and $1,000 per calendar day after March 31, 2027 until Final Completion. The District will stop irrigation deliveries and draw the canal down as far as it can, but does not pump the canal dry. Bidders that cannot complete the in-canal Work within this window should not bid. 5. Each bid shall include the completed Bidder's Proposal with the adjustment unit prices stated, bid security, the List of Subcontractors, the Bidder's Qualifications, the executed certifications, and a preliminary construction schedule showing how the in-canal Work will be completed by February 1, The District will consider that schedule in determining bidder responsibility. Failure to furnish a required item may render the bid non-responsive. 6. Prevailing Wage Rates: Pursuant to Section 1770 of the California Labor Code, the successful Bidder shall pay not less than the prevailing rate of per diem wages for Fresno County as determined by the Director of the California Department of Industria1 Prevailing wage rate information is available on the internet at http://www.dir.ca.gov/dlsr/PWD. 7. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. No contractor or subcontractor may be awarded a contract for public work on a public works project unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5. 8. Bidders shall furnish Bid Security with their Bidder's Proposal in the amount of ten percent (10%) of the base bid amount. 9. The successful Bidder shall furnish a Performance Bond and a Payment Bond, each in the amount of one hundred percent (100%) of the Contract Price, from a surety admitted in California, together with the required indemnity and insurance, within ten (10) calendar days after the Notice of 10. Contractor's License Classification: In accordance with the provisions of California Public Contract Code Section 3300, CCID has determined that the bidder shall possess a valid Class A - General Engineering Contractor's License issued by the State of California at the time of Bid opening and for the duration of the contract. Failure to possess the specified license shall render the Bid as non-responsive and shall act as a bar to award of the contract to any bidder not possessing said license at the time of Bid opening. No federal funds are involved in this Federal labor standards, Buy America requirements, and DBE requirements do not apply. 12.
