NOTICE OF PUBLIC HEARING CITY OF LIVINGSTON To All Interested Parties: NOTICE IS HEREBY GIVEN that the Livingston City Council will hold a Public Hearing at a Regular City Council Meeting on Tuesday, September 15, 2026, at 7:00 p.m. or soon thereafter in the City Council Chambers, 1416 "C" Street, Livingston, CA, to consider the following item: General Plan Amendment No. GPA 2022-01, Rezone No. RZN 2022-01 – Livingston Rec Plex. The City of Livingston proposes a General Plan Amendment and Rezone for the phased development of a City-owned recreation complex. The Proposed Project includes partial demolition of the existing Livingston Farmers Association warehouse building for the construction of a new approximately 9,000 square foot recreation building and associated site improvements. The remainder of the existing warehouse will be retained for a future renovation project. In addition, open areas to the north and northeast of the new recreation building are planned for future park amenities, including basketball courts, recreational gathering spaces, and on-site parking. The subject property is located in the M-1 Limited Industrial Zoning District. (APNs: 024-153-003, 024-153-011, 024-154-005, 024-153-004, 024-154-004). The City of Livingston, as the Lead Agency, has prepared a Mitigated Negative Declaration for the project, which determined that the proposed project, with mitigation, would have less than significant environmental impacts under the California Environmental Quality Act ("CEQA"). On August 11, 2026, the Livingston Planning Commission recommended to the City Council approval of GPA and RZN 2022-01.
