CITY OF ATWATER NOTICE OF PUBLIC HEARING Notice is hereby given that a public hearing will be held before the City Council of the City of Atwater, California, on Monday, August 10, 2026, at 6:00 p.m. or as soon thereafter as the matter may be heard, in the City Council Chambers, 750 Bellevue Road, Atwater, California, 95301. The City Council will consider the project entitled Housing Element Implementation Program (HEIP), described below. The HEIP is a coordinated effort to implement the City of Atwater’s Sixth Cycle (2024–2032) Housing Element through the adoption of the Housing Element, General Plan Amendments, Zoning Map Amendments (Rezones), Zoning Text Amendments, and associated environmental review necessary to maintain consistency between the City’s General Plan, Zoning Ordinance, and applicable California housing laws. The City Council will consider the following actions: 1. Housing Element Adoption of the City of Atwater Sixth Cycle (2024–2032) Housing Element pursuant to California Government Code Sections 65583, 65584, 65585, and related provisions of Housing Element Law. 2. Zoning Text Amendments Approval of amendments to Title 17 (Zoning) of the Atwater Municipal Code to implement programs contained in the Sixth Cycle Housing Element and to conform to applicable California housing laws. 3. Environmental Review Adoption of an Addendum to the certified General Plan Environmental Impact Report pursuant to the California Environmental Quality Act (CEQA) for the Housing Element Implementation Program. As part of the implementation of this program, the State of California is requiring the redesignation of properties within the City to provide opportunities for housing development so that the City of Atwater can accommodate its regional housing allocation assignment. In addition to the above, the City Council will consider making the following actions: 1. General Plan Amendments Approval of amendments to the General Plan Land Use Map affecting Housing Opportunity Sites identified in the Housing Element to maintain consistency between the General Plan and proposed zoning classifications. 2. Zoning Map Amendments (Rezones) Approval of amendments to the Official Zoning Map affecting 20 properties identified in the Housing Element Opportunity Sites Inventory to implement the Housing Element and maintain consistency between the General Plan Land Use Map and zoning.
