Notice of Public Hearing City of Livingston NOTICE IS HEREBY GIVEN that the Livingston Planning Commission will hold a Public Hearing on Tuesday, August 11, 2026, at 7:00 p.m. or soon thereafter in the City Council Chambers, 663 Main Street, Livingston, CA, to consider: General Plan Amendment No. GPA 2022-01, Rezone No. RZN 2022-01, Site Plan and Design Review No. SPDR 2025-05 – Livingston Rec Plex. The City of Livingston proposes a General Plan Amendment, a Rezone, and Site Plan and Design Review for the phased development of a City-owned recreation complex, to be implemented as funding becomes available. The Proposed Project includes partial demolition of the existing Livingston Farmers Association warehouse building to make possible the construction of a new approximately 9,000 square foot recreation building and associated site improvements. The remainder of the existing warehouse will be retained for a future renovation project, preserving opportunities for phased development. In addition, open areas to the north and northeast of the new recreation building are planned for future park amenities, including basketball courts, recreational gathering spaces, and on-site parking. The subject property is located in the M-1 Limited Industrial Zoning District. (APNs: 024-153-003, 024-153-011, 024-154-005, 024-153-004, 024-154-004) The City of Livingston, as the Lead Agency, has prepared a Mitigated Negative Declaration for the project, which determined that the proposed project, with mitigation, would have less than significant environmental impacts under the California Environmental Quality Act ("CEQA").
