NOTICE OF PUBLIC HEARING
Notice is hereby given that a public hearing will be held before the Planning Commission of the City of Atwater, California, on Wednesday, August 5, 2026, at 6:00 p.m. or as soon thereafter as the matter may be heard, in the City Council Chambers, 750 Bellevue Road, Atwater, California, 95301. The Planning
Commission will consider the project entitled Housing Element Implementation
Program (HEIP), described below.
The HEIP is a coordinated effort to implement the City of Atwater's Sixth Cycle (2024–2032) Housing Element through the adoption of the Housing Element, General Plan Amendments, Zoning Map Amendments (Rezones), Zoning Text Amendments, and associated environmental review necessary to maintain consistency between the City's General Plan, Zoning Ordinance, and applicable California housing laws.
The Planning Commission will consider making recommendations to the City Council regarding the following actions:
1. Housing Element
Recommend adoption of the City of Atwater Sixth Cycle (2024–2032)
Housing Element pursuant to California Government Code Sections 65583, 65584, 65585, and related provisions of Housing Element Law.
2. General Plan Amendments
Recommend approval of amendments to the General Plan Land Use Map
affecting Housing Opportunity Sites identified in the Housing Element to maintain consistency between the General Plan and proposed zoning classifications.
3. Zoning Map Amendments (Rezones)
Recommend approval of amendments to the Official Zoning Map affecting
20 properties identified in the Housing Element Opportunity Sites Inventory to implement the Housing Element and maintain consistency between the General Plan Land Use Map and zoning. The properties proposed for rezone are identified below.

4. Zoning Text Amendments
Recommend approval of amendments to Title 17 (Zoning) of the Atwater
Municipal Code to:
• Implement programs contained in the Sixth Cycle Housing Element;
• Maintain consistency with the General Plan;
• Conform to applicable California housing laws;
• Update residential land use regulations and housing-related definitions;
• Amend permitted and conditionally permitted land uses;
• Revise development standards where necessary to implement the Housing
Element; and
• Make related administrative and technical amendments.
5. Environmental Review
Consider recommending that the City Council adopt an Addendum to the certified General Plan Environmental Impact Report pursuant to the California Environmental Quality Act (CEQA) for the Housing Element Implementation Program.
The proposed General Plan Amendments and Zoning Map Amendments affect properties located throughout the City of Atwater as identified in the Housing Element Opportunity Sites Inventory. The affected Assessor's Parcel Numbers are listed below.
Copies of the proposed Housing Element, General Plan Amendments, Zoning Map Amendments, Zoning Text Amendments, CEQA Addendum and supporting documents are available for public review at the Community Development
Department, City Hall, 1350 Broadway Avenue, Atwater, California, during regular business hours and on the City's website prior to the public hearing. All
interested persons are invited to attend the public hearing and be heard.
