NOTICE OF INTENT TO
ADOPT A MITIGATED
NEGATIVE DECLARATION
Notice is hereby given that the City of Livingston has prepared an Initial Study (IS) for environmental effects and intends to adopt a Mitigated Negative Declaration (MND) for the proposed Livingston Rec-Plex, Application File No. GPA 2022-01, RZN 2022-01, SCA 2022-01, and SPDR 2025-05. The City of Livingston is the Lead Agency for this project under the California Environmental Quality Act (CEQA).
The Proposed Project includes a phased development of a City-owned recreation complex, to be implemented as funding becomes available. A map illustrating the location of the Project site in provided on the following page.
The IS/MND analyzes the potential environmental effects of the project in accordance with CEQA and the State CEQA Guidelines. Based on this analysis, the IS/MND finds that the project will not involve any significant environmental effects, provided that the mitigation measures described in the IS/MND are implemented. The City has agreed to the mitigation measures and these measures will be adopted by the City of Livingston with the IS/MND. There are no sites identified under Section 65962.5 of the Government Code located on or near the Project site. Copies of the IS/MND are available for public review at the Community Development Department at the address shown below and at the City's website:

The City will accept public and agency comments on the IS/MND during a 30-day public review period that will begin on June 10, 2026 and end on July 10, 2026. Comments may be submitted by mail or email to the following:

After completion of the public review period, the City will consider adoption of the IS/MND and approval of the project. Subsequent notifications will be sent for any scheduled public hearings regarding this project consistent with State Law and local requirements.
