CITY OF LIVINGSTON NOTICE TO BIDDERS Sealed proposals for the work shown on the plans entitled: Well No. 18 Development and Equipment, will be received at the office of the City Clerk of the City of Livingston, 1416 C Street, Livingston, CA 95334 until 2:00 p.m. (PDT) on June 23, 2026, at which time they will be publicly opened and read aloud. The major work consists of drilling and casing a new municipal well, including developing, testing, and related tasks at Lucero Park located at 801 Celia Drive in the City of Livingston. Work also includes equipping a 1,600-gpm municipal well with a vertical turbine pump, electric motor, well discharge and site yard piping, constructing a CMU well building with chemical feed and electrical equipment, furnishing and installing an emergency generator, connection to the existing water distribution system, and miscellaneous improvements to the well site. The time for completion is three hundred (300) working days. Prospective Bidders are required to attend a mandatory pre-bid meeting at 2:00 p.m., June 4, 2026, at Livingston City Hall, located at 1416 C Street, Livingston, CA 95334. This meeting is to inform bidders of project requirements and subcontractors of subcontracting and material supply opportunities. Bids will not be considered from Bidders who were not physically in attendance at the mandatory pre-bid meeting. In accordance with the provision of Section 3300 of the Public Contract Code, at the time this contract is awarded, the Contractor shall possess a Class A California State Contractor's License. Bids are required for the entire work described herein. This contract is subject to state contract nondiscrimination and compliance requirements pursuant to Government Code, Section 12990. Pursuant to Section 1773 of the Labor Code, the general prevailing wage rates in the county, or counties, in which the work is to be done have been determined by the Director of the California Department of Industrial Relations. These wages are set forth in the General Prevailing Wage Rates for this project, available from the California Department of Industrial Relations' Internet web site at http://www.dir.ca.gov/DLSR/PWD. Future effective general prevailing wage rates, which have been predetermined and are on file with the California Department of Industrial Relations are referenced but not printed in the general prevailing wage rates. No contractor or subcontractor may be listed on a bid proposal or be awarded a contract for public work on a public works project unless registered with the Department of Industrial Relations pursuant to Labor Code Section 1725.5. Each proposal shall be accompanied by cashier's or certified check, or by an original bidder's bond, made payable to the City of Livingston and executed as surety by some corporation authorized to issue surety bonds in the State of California, for an amount equal to at least ten percent (10%) of the amount of said bid and no bid shall be considered unless such cashier's or certified check, or an original bidder's bond in enclosed therewith.
