NOTICE OF PUBLIC HEARING CITY OF LIVINGSTON To All Interested Parties: NOTICE IS HEREBY GIVEN that the Livingston Planning Commission will hold a Public Hearing at a Special Meeting on Tuesday, May 26, 2026, at 7:00 p.m. or soon thereafter in the City Council Chambers, 663 Main Street, Livingston, CA, to consider: Conditional Use Permit No. CUP 2024-02 – 1651 7th Street VA Housing. The applicant, Diego Castillo, and property owner, Castle Assets, LLC., proposes the conversion of the existing Livingston-Hills Ferry Lodge building into an eight (8) unit housing development for veterans. The subject property is located at 1651 7th Street in the R-1 Low Density Residential Zoning District. (APN: 024-251-003) The project site is zoned R-1, (Low Density Residential) and has a General Plan Designation of LD, Low Density Residential. The proposed Project is eligible for a Categorical Exemption under the following classification of the California Environmental Quality Act (CEQA) Guidelines: Article 19, Section 15301 – Existing Facilities. The conversion of an existing building into 8 housing units is exempt under CEQA Guidelines Section 15301 because the project involves only the minor alteration of an existing structure, with negligible expansion of the former use. Since the building is already constructed and the work is limited to internal renovations to change the function of the space, the project does not result in a significant new physical change to the environment that CEQA is intended to evaluate. Staff report, project plans, and other materials for the above project will be available for review at the City of Livingston, 1416 "C" Street, after May 22, 2026.
