NOTICE OF PUBLIC HEARING CITY OF LIVINGSTON NOTICE IS HEREBY GIVEN that the Livingston City Council will hold a Public Hearing at a Regular City Council Meeting on Tuesday, April 21, 2026, at 7:00 p.m. or soon thereafter in the City Council Chambers, 663 Main Street, Livingston, CA, to consider the following item: A 12-month Time Extension for Conditional Use Permit No. CUP 2019-03 and Site Plan and Design Review Application No. SPDR 2019-04 for the Villages at Main Residential Apartment Community project. The Project consists of the construction of a 480-unit residential apartment complex on a 17.3-acre site, which is generally located at the southeast intersection of Peach Avenue and Main Street/Lincoln Blvd, adjacent to and south of the Livingston High School playing fields in southern Livingston, CA (APN 047-280-020 and 047-280-029). The time extension request, if approved, will allow the applicant an additional time to exercise the previously approved planning applications and time extension requests. On September 21, 2021, the City Council adopted a resolution of certifying the Final Environmental Impact Report for the Villages at Main Street Project, including approving adopting a Statement of Overriding Considerations. At this meeting, the City Council adopted a Resolution approving SPDR 2019-04. for the Villages at Main Residential Apartment Community project. On March 18, 2025, the Livingston City Council approved a 12-month time extension to March 18, 2026, for Conditional Use Permit No. CUP 2019-03 and Site Plan and Design Review Application No. SPDR 2019-03. Staff report, project plans, and other materials for the above project will be available for review at the City of Livingston, 1416 "C" Street, after April 17, 2026. Any person interested in the above applications is invited to submit comments in writing or orally prior to or at the Public Hearing.
