HOME INVESTMENT PARTNERSHIP PROGRAM (HOME) FUNDS

The City of Merced Housing Division manages the annual receipt and expenditure of federal funding from the U.S. Department of Housing and Urban Development (HUD) and invites project proposals from established local non-profit organizations with the current capacity and expertise to carry out an eligible program during the upcoming 2026 program year, which spans the time between July 1, 2026, to June 30, 2027. Proposals must be focused in accordance with the Goals and Needs Priorities set forth in the City's 2025-2029 Five Year Consolidated Plan (Strategic Plan), which strategizes the City's HUD funding through June 30, 2030 (find here: www.cityofmerced.gov/housing). The Strategic Plan aims to address the following Priority Needs: 1) Increase Economic Development and Job Opportunities; 2) Expand and Improve Public Infrastructure and Facilities; 3) Affordable Housing, Shelter, and Housing Stability; 4) Quality of Life Services for LMI Residents; 5) Increase and Rehabilitate Homeowner Housing.
Organizations interested in applying are required to attend at least one of the following two mandatory information workshops: 1) Tuesday, January 20 at 2:30 p.m. or 2) Tuesday, February 3 at 10:00 a.m. (2026). Location: Sam Pipes Room, First Floor, Merced Civic Center/City Hall, 678 W 18th Street, Merced. This location is accessible by disabled individuals. If special accommodations or Spanish/Hmong translation services are required, please give 72 hours' notice for your request. If unable to attend a workshop, organizations may schedule an appointment with Housing Division staff during the week of February 9th to discuss proposal concepts and receive necessary information.
Proposals must adhere to all HOME/CDBG regulations and requirements (24 CFR Parts 92 and 570, respectively), including meeting a CDBG National Objective, and all applicable administrative and financial management requirements under 2 CFR Part 200. All organizations must obtain a Unique Entity ID (UEI) number from www.SAM.gov to be considered.
The application deadline is 5:00 p.m. on Tuesday, February 17, 2026. Applications must be submitted in person or by mail to the address below. No electronic submittals will be accepted.
Depending on the budget appropriations by the U.S. Congress for the coming year, the City of Merced may have approximately $135,000 of Community Development Block Grant (CDBG) and approximately $315,000 of new HOME Investment Partnership (HOME) funding available for projects benefitting Low- to Moderate-Income (LMI) City of Merced residents. Proposed programs should especially benefit the following populations: 1) very/extremely LMI households; 2) homeless persons; 3) seniors and frail elderly; 4) at-risk youth; and 5) persons with physical and mental disabilities.
