NOTICE TO CONTRACTORS SEALED PROPOSALS will be received by the MERQUIN COUNTY WATER DISTRICT at the office of QK, 2816 Park Ave, Merced, California 95348, until 2:00 p.m., December 30, 2025 and promptly thereafter all proposals that have been duly received will be publicly opened and read aloud for furnishing to said Company all labor, materials, tools, equipment, transportation, services and supplies necessary to relocate the existing irrigation pipeline at the intersection of SR-140 and SR-165 for the MERQUIN COUNTY WATER DISTRICT. A pre-bid meeting will be held on Tuesday, December 23, 2025 at 2:00 p.m. at the project site located at the intersection of SR-140 and SR-165. Attendance at the pre-bid meetings is not mandatory. Instructions to bidders, plans, specifications, and proposal forms may be inspected at QK office at 2816 Park Ave, Merced, CA. and copies of said documents may be obtained from the Company on payment of Thirty Dollars ($30.00) for each set. A PDF version of the documents can be obtained at no cost by visiting https://planroom.qkinc.com and register as a plan room user. No bid will be received unless it is made on a proposal form furnished by the Company. Any questions regarding this project during the bidding phase shall be submitted in writing to BidRFI@qkinc.com. A Certified Check, Cashier's Check, or Bidder's Bond in the amount of ten percent (10%) of the bid made payable to MERQUIN COUNTY WATER DISTRICT will be required to accompany each proposal. No bid will be accepted from a contractor who is not duly licensed in accordance with the provisions of Chapter 9, Division III of the Business and Professions Code. No bidder may withdraw his bid during the period commencing with the date and hour of the opening and ending at the end of the tenth day there following. The total construction duration for this project is ninety (90) calendar days. Work must be completed by April 1, 2026. The right is reserved by MERQUIN COUNTY WATER DISTRICT to reject any or all bids, to evaluate the bids submitted and to award the Contract to the lowest responsible bidder.
