CITY OF ATWATER PUBLIC NOTICE NOTICE IS HEREBY GIVEN that the City of Atwater will conduct a public hearing on December 8, 2025 at 6pm, at the City Council Chambers located at 750 Bellevue Road, Atwater CA, 95301 in order to discuss an amendment to applications for funding under the California Department of Housing and Community Development Department Permanent Local Housing Allocation Program and to solicit citizen input on the City's proposed five-year plan activities to be included in the application. PUBLIC HEARING DATE: December 8, 2025 TIME: 6:00 p.m. PLACE: City Council Chambers 750 Bellevue Road, Atwater CA, 95301 The Permanent Local Housing Allocation (PLHA) "Notice of Funding Availability" (NOFA) posted October 15, 2024. Entitlement and Non-entitlement local governments are eligible for a predefined formula allocation as defined in the 2024 NOFA. The City of Atwater's estimated five-year allocation is $949,257. The PLHA NOFA is a noncompetitive application that must be used to carry out one or more eligible activities that prioritize investments that increase the supply of housing for households with incomes at or below 60 or 120 percent of AMI and are consistent with the program set forth in the local government's Housing Element. Local governments must have a five-year plan identifying the proposed activities and the percentage for funding that will be allocated to each, the number of households to be served at each income level, the period of affordability and level of affordability for each activity. ELIGIBLE ACTIVITIES UNDER THE ABOVE ALLOCATION CONSIST OF: PREDEVELOPMENT, DEVELOPMENT, ACQUISITION, REHABILITATION AND PRESERVATION OF MULTIFAMILY, RESIDENTIAL LIVE-WORK, RENTAL HOUSING THAT IS AFFORDABLE TO EXTREMEMLY LOW-, VERY LOW-, OR MODERATE-INCOME HOUSEHOLDS, INCLUDING NECESSARY OPERATING SUBSIDIES; PREDEVELOPMENT, DEVELOPMENT, ACQUISITION, REHABILITATION, AND PRESERVATION OF AFFORDABLE RENTAL AND OWNERSHIP HOUSING, INCLUDING ACCESSORY DWELLING UNITS, MATCH PORTIONS OF FUNDS INTO LOCAL OR REGIONAL HOUSING TRUST FUND, AND/OR LOW- AND MODERATE HOUSING ASSET FUND; CAPITALIZE RESERVES FOR SERVICES CONNECTED TO THE PRESERVATION AND CREATION OF NEW PERMANENT SUPPORTIVE HOUSING; ASSIST PERSONS EXPERIENCING OR AT RISK OF HOMELESSNESS; ACCESIBILITY MODIFICATIONS IN LOWER-INCOME OWNER-OCCUPIED HOUSING; EFFORTS TO ACQUIRE AND REHABILITATE FORECLOSED OR VACANT HOMES AND APARTMENTS; HOMEOWNERSHIP OPPORTUNITIES; AND FISCAL INCENTIVES MADE BY A COUNTY TO A CITY WITHIN THE COUNTY TO INCENTIVIZE APPROVAL OF ONE OR MORE AFFORDABLE HOUSING PROJECTS. The City of Atwater plans to submit an amendment to the application for the 2022 allocation of $139,339 and the 2023 allocation of $103,072 under the Notice of Funding Availability (NOFA). The funds for 2022 and 2023 allocated, $139,339 and $103,630.50, for the predevelopment, development, acquisition, rehabilitation, and preservation of affordable rental housing will be amended to assist persons experiencing or at risk of homelessness. Additionally, the City proposes to amend the Accessory Dwelling Unit (ADU) Loan Program by increasing the maximum loan amount from $40,000 to $125,000, adjusting the eligible income limit from 60% to 120% of the Area Median Income (AMI). ADUs will also be required to be available for occupancy for a minimum of 30 days. If approved, loans of up to $125,000 will be available as a zero percent interest 30-year deferred payment loan. The City of Atwater was awarded $675,548 through its application to the 2020 Notice of Funding Availability (NOFA), representing funding allocations from program years 2019 through 2023. The City is proposing to amend its program guidelines to increase the maximum loan amount for ADU construction from $40,000 to $125,000, adjust the eligible income limit from 60% to 120% of the Area Median Income (AMI). The purpose of this public hearing is to give the public an opportunity to make their comments known regarding what types of eligible activities the City of Atwater should include in the PLHA five-year plan and to discuss and approve the proposed plan and application prior to submittal to the State.
