COMMUNITY AND ECONOMIC DEVELOPMENT DEPARTMENT Date: October 10, 2025 Regarding: Notice of Public Hearing Proposal: Zoning Ordinance Amendment – Regional Housing Needs Assessment Overlay Zone NOTICE IS HEREBY GIVEN that the Planning Commission of the City of Los Banos will conduct a public hearing to consider recommending to the Los Banos City Council of a Zoning Ordinance Amendment to the Los Banos Municipal Code to add a Regional Housing Needs Assessment (RHNA) Overlay Zone. The purpose of the proposed ordinance is to implement the City's Sixth Cycle Housing Element (2023–2031) by establishing zoning provisions that facilitate the development of housing to meet the City's share of the regional housing needs allocation. The RHNA Overlay Zone would identify specific areas within the City where additional residential development opportunities are encouraged and would establish standards and procedures to support the production of housing across all income levels. A PUBLIC HEARING on this matter will be held at the next scheduled meeting of the Los Banos Planning Commission on Wednesday, October 22, 2025 at 6:00 p.m. in the Council Chambers of Los Banos City Hall located at 520 "J" Street.
