NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS

These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by Pleasant Hill Landing, L.P. which is the recipient of funds for a project within Macon-Bibb County.
REQUEST FOR RELEASE OF FUNDS
On December 10, 2025, Macon-Bibb County Government will submit a request to the Department of Housing and Urban Development for the release of funds under Housing and Economic Recovery Act of 2008 (HERA), as amended, to undertake a project known as Pleasant Hill Landing, located at 151 Madison Street Macon, GA 31201 for the purpose of new construction of affordable rental housing development. The Pleasant Hill Landing will consist of 64 multifamily units of affordable rental housing for low-income persons and families at 30%-80% of AMI. Macon-Bibb County Housing Authority (MHA) has awarded 13 project-based vouchers and this review is needed as part of the HUD approval. There will be 8 one-bedroom units, 48 two-bedroom units, and 8 three-bedroom units. The estimated funding cost for this project is $21,528,710 of Enterprise Housing Credits Investments and other partnerships.
FINDING OF NO SIGNIFICANT IMPACT
Macon-Bibb County Government has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at the Macon-Bibb County Government Economic and Community Development Department at 688 Walnut Street, Suite 101 Macon, GA 31201 and may be examined by appointment by emailing wjackson@maconbibb.us or calling (478) 751-7190 weekdays Monday – Friday 8:30 A.M. to 5:30 P.M. to schedule a time to examine the ERR.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to the Macon-Bibb County Government Economic and Community Development Department, 688 Walnut Street Suite 101, Macon, GA 31201 or emailing wjackson@maconbibb.us. All comments received by December 9, 2025, will be considered by the Macon-Bibb County Government Economic and Community Development Department prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing.
ENVIRONMENTAL CERTIFICATION
The Macon-Bibb County Government Economic and Community Development Department certifies to the Atlanta CPD Field Office of HUD that Lester M. Miller in his capacity as Mayor of Macon-Bibb County Government consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. The Atlanta CPD Field Office approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows Pleasant Hill Landing, L.P. to use funds toward the Pleasant Hill Landing Project.
OBJECTIONS TO RELEASE OF FUNDS
HUD Atlanta CPD Field Office will accept objections to its release of fund and the Macon-Bibb County Government certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the Macon-Bibb County Government Economic and Community Development Department; (b) Macon-Bibb County Government has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by the Atlanta CPD Field Office; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed by email to Atlanta CPD Field Office at CPDRROFATL@HUD.GOV. Potential objectors should contact Atlanta CPD Field Office via email to verify the actual last day of the objection period at CPDRROFATL@HUD.GOV.
