
PUBLIC HEARING NOTICE
A PUBLIC HEARING WILL BE HELD TO OBTAIN NEEDED INFORMATION FOR THE KENTUCKY COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) - RECOVERY HOUSING PROGRAM (RHP).
The RHP Action Plan is the Commonwealth of Kentucky's application and distribution plan for the U.S. Department of Housing and Urban Development (HUD) Office of Community Planning and Development (CPD) Block Grant Programs (CDBG–RHP). The Kentucky Department for Local Government (DLG) is the agency responsible for submitting the plan to HUD.
DLG is in the process of drafting the 2025 CDBG-RHP Action Plan, and a public hearing is being held to gather public input. Both written and oral comments will be accepted and, where applicable, incorporated into the Action Plan.

The following information concerning the CDBG-RHP program is available for public inspection on DLG's website at https://dlg.ky.gov/grants/federal/rhp/Pages/default.aspx :
A: Amount of funds available and range of activities that may be undertaken.
B: Estimated amounts of funds proposed to be used for activities benefiting persons of low- to moderate-income.
C: Plans for minimizing displacement of persons as a result of activities associated with CDBG funds and plans for providing assistance to those persons to be actually displaced as a result of CDBG-funded activities.
D: Records regarding the past use of CDBG funds.
E: A summary of other important program requirements.
Public Comments
A copy of the Draft 2025 CDBG-RHP Action Plan/Guidelines will be available on DLG's website, at https://dlg.ky.gov/grants/federal/rhp/Pages/default.aspx, for public review beginning February 10, 2026.
Comments on the Draft 2025 CDBG-RHP Action Plan/Guidelines may be submitted to Mark Williams at markp.williams@ky.gov until the close of business on March 11, 2026.
