NOTICE TO INFORM:
At the Lexington-Fayette Urban County Council meeting on September 11, 2025, Ordinances 69-76 were enacted related to: (1) amending the Lexington-Fayette County Zoning Ordinance by creating Article 31: Solar Energy Systems, in order to provide guidance in facilitating the siting, development, construction, installation, and decommissioning of solar energy systems;(2) changing the zone from a Planned Neighborhood Residential (R-3) zone and a Neighborhood Business (B-1) zone to a Commercial Center (B-6P) zone and to remove existing conditional zoning restrictions within the property's Neighborhood Business (B-1) zone, for 32.30 net (34.28 gross) acres, for property located at 1811 Winchester Rd. (a portion of); (3) changing the zone from a Planned Neighborhood Residential (R-3) zone to a Neighborhood Business (B-1) zone, for 0.0402 net (0.0993 gross) acre for property located at 400 Chestnut St.; (4) amending certain of the Budgets of the Lexington-Fayette Urban County Government to reflect current requirements for municipal expenditures, and appropriating and re-appropriating funds; (5) amending certain of the Budgets of the Lexington-Fayette Urban County Government to correct funds for purchase orders rolled from FY 2025 into FY 2026, and appropriating and re-appropriating funds; (6) creating Subsection 6-53(b)(10) of the Code of Ordinances relating to pensions – other than Police and Firemen, specifically, pensions on retirement, to provide for an increase of three percent (3%) to each retiree's base annuity or the annuity paid to the retiree's widow or dependent children, effective January 1, 2026; (7) amending the authorized strength by abolishing one (1) classified position, in the Div. of Facilities and Fleet Management; (8) amending Section 4 of the Code of Ordinances of the Lexington-Fayette Urban County Government, relating to the keeping of certain animals, as follows: amending Section 4-11(a) to prohibit the keeping of more than one (1) rooster within any area of the urban county except those zoned agricultural; amending Section 4-11(b) to increase the penalty amount to not more than one hundred dollars ($100); and amending Section 4-12(b) to increase the penalty amount for the keeping of noisy animals to not more than one hundred dollars ($100), all effective November 1, 2025.These documents may be viewed in their entirety at https://bit.ly/Ords69-76 or in the Council Clerk's Office at 200 E.
