INVITATION TO BID Sealed proposals will be received by the City of Gladstone at City Hall, Gladstone, Missouri, until­­­­­­­­­­­­­­ 10:00 AM on Tuesday, November 3, 2026 at which time proposals for: Federal Project No. STBG-3323(414) City Project No. TP2371 Oak Trafficway Complete Street Project – NE 69th Street to NE 72nd Street will be publicly opened and read aloud. The work under this Contract consists of the following: Improving N. Oak Trafficway from NE 69th Street to NE 72nd Street including the addition of a hybrid roundabout, traffic signal, medians, new curb and gutter and sidewalk, asphalt pavement, storm drainage, signage, landscaping and related appurtenances. This project is funded by the Federal Transportation Enhancement Program. All Prime Contractors must be on MoDOT's Approved Contractor Listing 7 days prior to bid opening. DBE Sub-Contractors must be on the MRCC DBE Directory prior to Bidding. Special Needs: If you have special needs addressed by the Americans with Disabilities Act, please notify Glen Whitten, at 816-423-4131 or through Missouri Relay System, TDD, at least five (5) working days prior to the stated Bid Opening. The wage rates applicable to this project have been predetermined as required by law and are set forth in this appendices. When Federal wage rates are applicable and included, this Contract is subject to the "Work Hours Act of 1962", (P. L. 87-581: 76 Stat. 357) and implementing regulations. Pursuant to Section 292.675, RSMO, the Contractor shall provide a ten-hour Occupational Safety and Health Administration (OSHA) construction safety program for all on-site employees. The City of Gladstone hereby notifies all Bidders that it will affirmatively ensure that in any Contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit Bids in response to this invitation and will not be discriminated against on the grounds of race, color, religion, creed, sex, age, ancestry, or national origin in consideration for an award. A Disadvantaged Business Enterprise (DBE) Goal of 0% has been established for the project. All DBE's to be used on the project must be certified and contained in the MRCC DBE Directory at the time of bidding. Kansas City, Missouri. A non-refundable deposit of $400 will be required for each complete set of Plans and Project Manual that are purchased. Proposals must be submitted on forms provided. The project will be awarded to the lowest, responsive, responsible bidder. The Owner reserves the right to accept or reject any or all Bids.
