Notice of Changes to the Downtown Stadium Tax Increment Financing Plan To: Taxing Districts Affected by the Downtown Stadium Tax Increment Financing Plan Date: September 18, 2026 This notice is to inform you of changes to the proposed Downtown Stadium Tax Increment Financing Plan (the "Redevelopment Plan") in accordance with Section 99.825, RSMo, of the Real Property Tax Increment Allocation Redevelopment Act of Missouri. The Redevelopment Plan was available to the public on August 21, 2026, at the offices of the Tax Increment Financing Commission of Kansas City ("TIF Commission") and on the TIF Commission website. The public hearing before the TIF Commission regarding the Redevelopment Plan was opened on September 9, 2026. After receipt of testimony and additional information during the public hearing, the public hearing was closed on September 9, 2026. Prior to the adoption of an ordinance approving the Redevelopment Plan, the following changes will be made to the Redevelopment Plan without further hearing before the TIF Commission. (1) Exhibit 9, Cost Benefit Analysis for RPA 1, will include an additional page which presents the Current Taxes and Projected Taxes to be generated by the affected Taxing Districts if the proposed Project within RPA 1 is not built. (2) Exhibit 10 will be supplemented with the final Qualifications Analysis Report prepared by Partner Valuation Advisors, dated September 8, 2026. (3) Other miscellaneous changes throughout the Redevelopment Plan may be made that are consistent with the items described above. These changes do not enlarge the exterior boundaries of the redevelopment area or areas, and do not substantially affect the general land uses established in the redevelopment plan or substantially change the nature of the redevelopment project. A revised version of the Redevelopment Plan will be placed on file and will be available at the Office of the Tax Increment Financing Commission of Kansas City, Missouri's ("TIFC") Secretary, located at 300 Wyandotte, Suite 400, Kansas City, Missouri 64105.
