NOTICE OF PUBLIC HEARING REGARDING
THE FOURTH AMENDMENT TO THE
ONE NORTH TAX INCREMENT FINANCING PLAN
Pursuant to RSMo 99.825, and in accordance with RSMo 99.830, notice is hereby given to the public about a public hearing that will be held by the Tax Increment Financing Commission of North Kansas City, Missouri (the "Commission"), commencing at 6:00 p.m., October 7, 2026, at City Hall, , located at 2010 Howell Street, North Kansas City, Missouri 64116, regarding the proposed Fourth Amendment (the "Amendment") to the One North Tax Increment Financing Plan (f/k/a the North Kansas City Destination Developers Tax Increment Financing Plan) (the "Plan").
The proposed Amendment provides for a number of amendments to the Plan, including without limitation (1) the renaming of the Plan to the "One North Tax Increment Financing Plan," (2) a modification to the definition of "Developer" under the Plan, including as such term relates solely to the Grocery Project, (3) an increase in the size of the Grocery Store from approximately 31,600 square feet to approximately 51,250 square feet, (4) revisions to the estimated Redevelopment Project Costs and estimated TIF Revenue solely with respect to the Grocery Project, (5) a revision to the reference to the Master Development Agreement for the Grocery Project in the TIF Plan to reflect the Development Agreement between the City of North Kansas City, Missouri and One North Development, LLC, dated as of June 4, 2026, and (6) supplements to Exhibit 3 and Exhibit 4 of the Plan solely with respect to the Grocery Project.
The Redevelopment Area, as amended by the Amendment, is generally located at the southeast corner of the intersection of US I-35 and Armour Road/MO Hwy 210, in North Kansas City, Missouri.
The Amendment, as proposed, may be reviewed by any interested party on or after August 20, 2026 between the hours of 9:00 a.m. and 4:00 p.m. at City Hall, care of the City Clerk.
Pursuant to RSMo Section 99.830.2(3), all interested parties will be given an opportunity to be heard at the public hearing. Upon conclusion of the public hearing, all testimony and discussion will be concluded.
