NOTICE OF PUBLIC HEARING REGARDING CERTAIN CHANGES
TO THE PROPOSED SIXTEENTH AMENDMENT TO THE
PARVIN ROAD TAX INCREMENT FINANCING PLAN
Pursuant to RSMo 99.825, and in accordance with RSMo 99.830, notice is hereby given to inform you that an Ordinance will be introduced during a public meeting conducted by the City Council of Kansas City, Missouri at 2:00 p.m., Thursday, August 13, 2026 at the City Council Chambers on the 26th Floor of City Hall located at 414 East 12th Street, Kansas City, Missouri 64106, to consider the Sixteenth Amendment (the "Sixteenth Amendment") to the Parvin Road Tax Increment Financing Plan (the "Plan"). It is anticipated that the Finance, Governance, and Public Safety Committee of the City Council will convene a public hearing at 10:30 a.m. on Tuesday, September 1, 2026, at the City Council Chambers on the 26th floor of City Hall to consider and to receive public comment regarding an ordinance approving the Sixteenth Amendment.
Such public hearing may be accessed by Livestream on the City's website at www.kcmo.gov, by watching Channel 2 on your cable system (Channel 2 or 98.2 on Time Warner Cable), (Channel 99 on AT&T Uverse) and (Chanel 142 on Google Fiber) or the City's YouTube channel at https://www.youtube.com/watch?v=3hOuBIg4fok. If you wish to provide comments related to the subject matter of this public hearing, written testimony may be emailed to the City Clerk at publictestimony@kcmo.org. Comments received during the public hearing will be read aloud by the City Clerk during the public comment period. Comments received after the public hearing discussion will be added to the public record by the City Clerk.
The proposed Sixteenth Amendment provides for certain modifications (A) to the description of the improvements described by the Plan, (B) the Site Plan attached to the Plan, (C) to the estimated Redevelopment Schedule to implement the improvements described by the Plan, (D) to the estimated Redevelopment Project Costs, and (E) to the Sources of Funds was presented to the Tax Increment Financing Commission of Kansas City, Missouri during a public hearing on July 10, 2026. After the conclusion of the public hearing, certain modifications were made to the budget if estimated Redevelopment Project Costs (the "Modifications"). At 10:30 a.m., Tuesday, September 1, 2026, at the City Council Chambers on the 26th Floor of City Hall located at 414 East 12th Street, Kansas City, Missouri 64106, an ordinance (or Committee Substitutes therefor) will be heard that shall provide for the approval of the Sixteenth Amendment, including the Modifications referenced by this Notice, which do not enlarge the exterior boundaries of the Redevelopment Area described by the Plan, and do not substantially affect the general land uses established in the Plan or substantially change the nature of the Redevelopment Project described by the Plan.
The redevelopment area described by the Plan, as amended, is an area generally bound by N.E. 48th Street, Pravin Road and the boundary of Kansas City on the north, the boundary of Kansas City and the railroad tracks on the east, Missouri Route 210 and the railroad tracks on the south and North Bennington Avenue on the west in Kansas City, Clay County, Missouri (the "Redevelopment Area").
The Sixteenth Amendment, as proposed and modified, may be reviewed by any interested party on or after August 28, 2026, between the hours of 9:00 a.m. and 4:00 p.m. at the Commission Offices, located at 300 Wyandotte, Suite 400, Kansas City, Missouri 64105 and at the following website: https://edckc.com/what-we-do/land-development/tif/
Pursuant to RSMo Section 99.830.2(3), all interested parties will be given an opportunity to be heard at the public hearing.
In accordance with RSMo Section 99.830.3, each taxing district located wholly or partially within the Redevelopment Area may submit comments or objections to the Commission concerning the subject matter of the public hearing prior to the date of the public hearing by submitting such comments to Heather Brown at the following address:
