PUBLIC NOTICE Housing & Community Development Department (HCDD) 2025 Consolidated Annual Performance and Evaluation Report (CAPER) The Housing and Community Development Department invites the public to review and give public comment and/or feedback on the 2025 Consolidated Annual Performance and Evaluation Report (CAPER), which details activities and accomplishments of the Community Development Block Grant (CDBG) Program, HOME Investment Partnership Program (HOME), Emergency Solutions Grant Program (ESG) and Housing Opportunities for Persons with AIDS (HOPWA) programs. The 2025 CAPER covers the program year from May 1, 2025 – April 30, 2026, and summarizes progress made toward goals outlined in the 2022–2026 Consolidated Plan.
