Proposed Plan Summary
The City of Kansas City, Missouri began its joint 2026 One-Year Action Plan and 2019-2024 Reprogrammed Funding Request for Proposals (RFP) as the Citizen Participation Plan Guide scheduled on January 5, 2026. The 2019-2021 Action Plans are from prior year Consolidated Plans (2017-2021). The 2022-2024 Action Plans support our current consolidated plan and the 2026 Action Plan is the fifth and final year of the Five-Year Consolidated Plan (2022-2026). All plans include information on housing needs, market conditions, goals, and multi-year strategies and objectives for addressing the City’s housing and community development needs: • Provides program assistance to the strategic target areas identified in the Five-Year Consolidated
Plan which are largely east of Troost; creating and implementing partnerships for housing rehabilitation;
• Provides assistance for the development of affordable rental housing, single-family housing, public services; and public facilities;
• Supports emergency housing and public service activities for unhoused persons, especially for families with children, through the existing network of providers; and
• Provides housing services to persons with HIV/AIDS in the eleven-county area. Request for Proposals and Recommendations The Citizen Participation Plan & Guide to Requesting Funding Under the 2026 Annual Action Plan and Reprogramming is available on the City’s website: https://www.kcmo.gov/city-hall/housing/federal- programs-request-for-proposals/housing-funding The summary of the 2026 HUD Entitlement Annual Action Plan and Reprogramming Recommendations are available via the City of KCMO’s website using the following link: https://www.kcmo.gov/city-hall/housing/public-notices All 2026 applications for funding requests closed on Tuesday, March 10, 2026 at 10:00 pm CST. No funding requests were accepted after the deadline. How to submit Public Comment/Participate Public Comments and recommendations on the City’s entitlement and reprogramming funding recommendations can be submitted by Google forms on the City of Kansas City, Missouri’s website using the following link: https://forms.gle/BFcQf4VYp6sgabb68 Comments will be accepted for 30 days beginning April 21, 2026 to May 20, 2026 by 11:59 pm CST. Public hearings on the funding recommendations will be heard before the Neighborhood Planning and Development Committee on May 19, 2026 at 1:30 pm. and upon referral, considered by Full Council on May 21, 2026 at 2:00 pm on the 26th Floor, City Hall, 414 East 12th Street, Kansas City, Missouri.
