The 2019-2021 Action Plans are from prior year Consolidated Plans (2017-2021). The 2022-2024 Action Plans support our current consolidated plan and the 2026 Action Plan is the fifth and final year of the Five-Year Consolidated Plan (2022-2026). All plans include information on housing needs, market conditions, goals, and multi-year strategies and objectives for addressing the City’s housing and community development needs: • Provides program assistance to the strategic target areas identified in the Five-Year Consolidated Plan which are largely east of Troost; creating and implementing partnerships for housing rehabilitation; • Provides assistance for the development of affordable rental housing, single-family housing, public services; and public facilities; • Supports emergency housing and public service activities for unhoused persons, especially for families with children, through the existing network of providers; and • Provides housing services to persons with HIV/AIDS in the eleven-county area. No funding requests were accepted after the deadline. Public hearings on the funding recommendations will be heard before the Neighborhood Planning and Development Committee on May 19, 2026 at 1:30 pm. and upon referral, considered by Full Council on May 21, 2026 at 2:00 pm on the 26th Floor, City Hall, 414 East 12th Street, Kansas City, Missouri.
