NOTICE OF MODIFICATION TO THE 435 & SOCCER DRIVE TAX INCREMENT FINANCING PLAN Pursuant to RSMo 99.825, and in accordance with RSMo 99.830, notice is hereby given to inform you as a taxing district from which taxable property is included with the boundaries of the Redevelopment Area and Redevelopment Project Areas of the 435 & Soccer Drive Tax Increment Financing Plan ("Plan"), that modifications have been proposed by the Finance, Governance and Public Safety Committee ("Committee") of the City of Kansas City, Missouri ("City") Council related to the capture of the City's Earnings Tax by the Plan. The Tax Increment Financing ("TIF") Commission of Kansas City, Missouri (the "Commission") held a duly notice public hearing, considered, and recommended for approval the Plan on March 11, 2026. An Ordinance was introduced by the City Council on April 16, 2026, and the matter was referred to the Committee for a public hearing. During the public hearing, a modification to the Plan was presented and discussed which reduced the amount of City Earnings Taxes generated within the boundaries of the Redevelopment Project Areas to be captured by the TIF Plan from 100% for 30 years to 100% for 15 years, 75% for 16-20 years, and 50% for capture for years 21-23 of the Plan ("Plan Modifications"). The 50% capture of new economic activity taxes generated within the Redevelopment Project Area, including the City Earnings Tax, is the statutorily allowed amount for TIF plans. The City Earnings Tax redirection is described in the Additional City EATs provisions of the Plan. After the conclusion of the public hearing, the Plan Modifications were incorporated into the Plan which will be considered for its Third and Final Reading by the City Council on its regularly scheduled, Thursday, May 7, 2026, Council meeting at the City Council Chambers on the 26th floor of City Hall, or by zoom at: https://us02web.zoom.us/s/89195928794. The Plan Modifications do not alter the exterior boundaries of the Plan Redevelopment Area or enlarge the exterior boundary of any Redevelopment Project Area described by the Plan, affect the general land uses described by the Plan or change the nature of any Redevelopment Project described by the Plan.
