THE 435 AND SOCCER DRIVE TAX INCREMENT FINANCING PLAN
AND THE REDEVELOPMENT PROJECT AREA
DESCRIBED BY THE PLAN
This notice is being provided, pursuant to Section 99.825, RSMo, and in accordance with Section 99.830, RSMo, to inform you that there will be a public hearing held by the Tax Increment Financing Commission of Kansas City, Missouri (the "Commission"), as follows:

WHY: regarding the 435 and Soccer Drive Tax Increment Financing Plan (the "Plan") and the designation of the "Redevelopment Area" and the "Redevelopment Project Area" as described by the Plan.
The purpose of this hearing is to consider recommending to the City Council of Kansas City, Missouri the approval of the Plan and the designation of the Redevelopment Area and Redevelopment Project Areas, described by the Plan, to provide funding for Infrastructure Improvements. This Redevelopment Plan proposes the redevelopment of the Redevelopment Area in multiple Redevelopment Projects. It is anticipated the development within the Redevelopment Area and its Redevelopment Project Areas will consist of a mix of single-family homes, townhomes and multi-family residential units, retail and restaurant space, a hotel and potential conference facilities, office buildings, entertainment and/or sports facilities and other compatible uses necessary to support and attract future development and redevelopment of structures for a mix of uses including but not limited to retail, restaurant, entertainment, office, commercial, hotel, and residential (collectively, "Project Improvements") within the Redevelopment Project Area.
The proposed redevelopment area is generally described as follows: (A) an area that is generally bounded by NE Shoal Creek Parkway on the east, I-435 on the west, the intersection of I-435 and NE Shoal Creek Parkway on the south, and Highway 152 on the north, and (B) an area that is generally bounded by NE Shoal Creek Parkway on the east, I-435 on the west, Highway 152 on the south, and N. Barry Road on the north, all in Kansas City, Clay County, Missouri
The Plan, the Redevelopment Area and Redevelopment Project Area, as proposed, may be reviewed by any interested party on or after March 5, 2026, between the hours of 9:00 a.m. and 4:00 p.m. at the Commission Offices, located at 300 Wyandotte, Suite 400, Kansas City, Missouri 64105 and at the following website: https://edckc.com/what-we-do/land-development/tif/
Pursuant to RSMo Section 99.830.2(3), all interested parties will be given an opportunity to be heard at the public hearing.
In accordance with RSMo Section 99.830.3, each taxing district located wholly or partially within the Redevelopment Area may submit comments or objections to the Commission concerning the subject matter of the public hearing prior to the date of the public hearing by submitting such comments to Heather Brown at the following address:
