NOTICE OF CANDIDATE FILING PERIOD THE KANSAS CITY MAIN STREET RAIL TRANSPORTATION DEVELOPMENT DISTRICT DIRECTORS' ELECTION NOTICE IS HEREBY GIVEN that the election of two (2) Directors of The Kansas City Main Street Rail Transportation Development District (the "District") for a term of three (3) years will be held on Tuesday, April 7, 2026. DECLARATION PERIOD: In accordance with Chapter 115 of the Revised Statutes of Missouri ("RSMo"), the period for declaring a candidacy as a Director of the District for the April 7, 2026 election will begin on December 9, 2025 and end on December 30, 2025. QUALIFICATIONS: Qualifications to serve as a Director are set out in Section 238.220.1(4), RSMo and Article VII, Section 8 of the Missouri Constitution, specifically: a candidate must be a citizen of the United States and have resided in the State of Missouri for at least one year prior to his or her election, and must be a registered voter, a resident of the District, and at least 21 years old. Sections 115.306 and 130.071.2 RSMo contain other criteria for holding elected office that should be reviewed by a prospective candidate. DECLARATION OF CANDIDACY: Any person wishing to declare his or her candidacy must appear at the Kansas City Election Board, 4407 Dr. Martin Luther King Jr. Boulevard, Kansas City, Missouri 64130, during normal business hours (8:00 a.m. to 5:00 p.m. Monday through Friday) within the period commencing at 8:00 a.m. on December 9, 2025 and ending at 5:00 p.m. on December 30, 2025 and execute a Declaration of Candidacy and Oath in the form provided by the Kansas City Election Board. Please note that the Kansas City Election Board will close at noon on December 24, 2025, and will be closed all day on December 26, 2025. CAMPAIGN FINANCE DISCLOSURES: It is the responsibility of each candidate to file with the Missouri Ethics Commission an exemption statement or committee organization form along with the series of required reports covering the election cycle. Forms, reports, requirements, deadlines and instructional materials may be obtained from the Missouri Ethics Commission at www.mec.mo.gov. PERSONAL FINANCIAL DISCLOSURE: Personal Financial Disclosure Statements are not required of candidates for Director of the District because the District does not have an annual operating budget in excess of $1 Million.
