PUBLIC NOTICE Housing & Community Development Department (HCDD) U.S. Department of Housing and Urban Development (HUD) HOME Investment Partnerships American Rescue Plan Program (HOME-ARP) Recommendation Summary The City of Kansas City, Missouri is seeking to provide non-profit operating and capacity building assistance, as well as supportive housing services, including homeless prevention and housing counseling, capacity building, eligible operating costs and administration under the HOME Investment Partnerships American Rescue Plan Program (HOME-ARP). HOME-ARP is a HUD federal program that provides funding to HOME Participating Jurisdictions (PJs) to reduce homelessness and increase housing stability across the country under the following eligible activities: Production or Preservation of Affordable Housing • Tenant-Based Rental Assistance (TBRA) • Supportive Services, including services defined at 24 CFR 578.53(e), Homeless Prevention Services, and Housing Counseling • Purchase and Development of Non-Congregate Shelter. These structures can remain in use as non-congregate shelter or can be converted to: 1) emergency shelter under the Emergency Solutions Grants (ESG) Program; 2) permanent housing under the Continuum of Care (CoC) Program; or 3) affordable housing under the HOME Program. On April 30, 2024, the City of Kansas City, Missouri released a request for proposal (RFP) to provide a non-congregate, low-barrier shelter facility to assist unsheltered families and individuals within the KC community primarily from the following qualifying populations: • Homeless, as defined in section 103(a) of the McKinney-Vento Homeless Assistance Act (42 U.S.C. 11302(a)); • At-risk of homelessness, as defined in section 401(1) of the McKinney-Vento Homeless Assistance Act (42 U.S.C. 11360(1)); • Fleeing, or attempting to flee, domestic violence, dating violence, sexual assault, stalking, or human trafficking, as defined by the Secretary; • In other populations where providing supportive services or assistance under section 212(a) of the Act (42 U.S.C. 12742(a)) would prevent the family’s homelessness or would serve those with the greatest risk of housing instability; • Veterans and families that include a veteran family member that meet one of the preceding criteria. A recommendation to provide congregate, low-barrier shelter facilities through the acquisition of the property at the Linwood location and for the rehabilitation of existing units on the site is proposed to engage in such contract services with Care Beyond the Boulevard. This initiative aims to provide non-congregate shelter for individuals experiencing homelessness using the following previously-appropriated HOME-ARP funds under a Request for Proposal (RFP): Homeless Prevention $ 500,000.00 Housing Development $6,637,610.00 Total $7,137,610.00 How to Public Comment/Participate To comment on the City’s recommendation to support the HOME-ARP Plan, please visit the City’s website of the following listed on KC Housing Public Notices webpage: https://www.kcmo.gov/city-hall/housing/public-notices The public commenting period for HOME-ARP is open for 27 days beginning June 25, 2025 to July 22, 2025 by 11:59 PM.
