PUBLIC NOTICE Housing & Community Development Department (HCDD) U.S. Department of Housing and Urban Development (HUD) Notice of Funding Award (NOFA) FY25 Entitlement and Funding Recommendations for Annual Action Plan 2025 One-Year Action Plan HUD Entitlement for the Following Federal Programs: Community Development Block Grant Program (CDBG) $ 7,608,758.00 HOME Investment Partnerships Program (HOME) $ 2,271,283.85 Emergency Solutions Grant Program (ESG) $ 667,233.00 Housing Opportunities for Persons With Aids Program (HOPWA) $ 2,201,869.00 Total All HUD Entitlement Programs $12,749,143.85 Program Income $ 500,000.00 Total All Program Resources $13,249,143.85 Proposed Plan Summary The City of Kansas City, Missouri began its 2025 One-Year Action Plan Request for Proposals (RFP) schedule on November 18, 2024 with public workshops sponsored by the City’s Housing and Community Development Department. The 2025 Action Plan is year four of the Five-Year Consolidated Plan (2022-2026). The Plan includes information on housing needs, market conditions, goals, and multi-year strategies and objectives for addressing the City’s housing and community development needs: • To the greatest extent possible, provide program assistance to the strategic target areas identified in the Five-Year Consolidated Plan which are largely east of Troost; creating and implementing partnerships for housing rehabilitation • Provides assistance for the development of affordable rental housing, single-family housing, public services; and public facilities; • Maintains housing and public service options for homeless persons, especially for families with children, through the existing network of providers; and • Maintains the provision of services to persons with HIV/AIDS in the eleven-county area. Request for Proposals and Recommendations The Citizen Participation Plan & Guide to Requesting Funding Under the 2025 Action Plan is available and it was revised to include Section 108 Loan Guarantee Program intent on the City’s website: The summary of the 2025 HUD Entitlement and City’s funding recommendations are available via the City of KCMO’s website using the following link: https://www.kcmo.gov/city-hall/housing/public-notices All 2025 applications for funding requests closed on Friday, January 10, 2025 at 11:59 p.m. No funding requests were accepted after the deadline. How to submit Public Comment/Participate Public Comments and recommendations on the City’s entitlement and funding recommendations can be submitted by google forms on the City of Kansas City, Missouri’s ’s website using the following link: https://forms.gle/NrFDRRvuEKyrHNh97 Comments will be accepted for 45 days beginning June 6, 2025 to July 22, 2025 by 11:59 p.m. Public hearings on the funding recommendations will be heard before the Neighborhood Planning and Development Committee on July 22, 2025 at 1:30 p.m. on the 26th Floor, City Hall, 414 East 12th Street, Kansas City, Missouri. The public is invited to comment.
