PUBLIC NOTICE MARINE CORPS RECRUIT DEPOT (MCRD) PARRIS ISLAND PARRIS ISLAND, SOUTH CAROLINA The Department of the Navy invites public comment on the Proposed Plan for Unexploded Ordnance (UXO) 3 – Aerial Bombing Target at Parade Deck, Operable Unit 17 under the MCRD Parris Island Environmental Restoration Program In accordance with the requirements of the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) of 1980, as amended, the Navy and MCRD Parris Island, in coordination with the United States Environmental Protection Agency (USEPA) Region 4 and South Carolina Department of Environmental Services (SCDES), invite public comments on the Proposed Plan for UXO 3 – Aerial Bombing Target at Parade Deck at MCRD Parris Island in Parris Island, South Carolina. The preferred cleanup approach at UXO 3 includes implementing land use controls to prevent exposure to munitions items presumed to be present in the subsurface soil. Land use controls would restrict site uses through well-established base controls. No action is required for munitions constituents (chemicals released from munitions items) in soil or groundwater at UXO 3 because exposure to munitions constituents in these media does not pose unacceptable risk. The Proposed Plan and relevant environmental documents for the sites are available for review at the Information Repository at Beaufort County Public Library Headquarters, 311 Scott Street, Beaufort, South Carolina, 29902, or in the online Administrative Record for the facility, which is accessible via the Naval Facilities Engineering Systems Command (NAVFAC) public website for MCRD Parris Island at the following link: https://www.navfac.navy.mil/Divisions/Environmental/Products-and-Services/Environmental-Restoration/Mid-Atlantic/Parris-Island-MCRD/. Public comments can be submitted from August 19 to September 18, 2026. The Navy and USEPA, in consultation with SCDES, will jointly select the final remedy for UXO 3 after all public comments have been considered.
