Notice of Public Hearing: New Wexford Reverse Osmosis Water Treatment Plant NOTICE IS HEREBY GIVEN that on April 23, 2026 at 6:30 PM in the Board Room of the Lowcountry Council of Governments (LCOG) Building, 634 Campground Road, Yemassee, South Carolina; the LCOG Board of Directors will conduct a public hearing to solicit public comment and input concerning the construction of a new reverse osmosis (RO) facility. South Island Public Service District (SIPSD) is seeking an amendment to the Lowcountry Regional Water Quality Management Plan (208 WQMP) to construct a new reverse osmosis water treatment facility at 131 Dunnagan Alley to treat water from wells in the Cretaceous Aquifer and Upper Floridian Aquifer (UFA) to provide municipal drinking water to Hilton Head Island. The proposed facility will provide 6.4 million gallons per day (MGD) and discharge concentrate generated from the RO process at the existing National Pollutant Discharge Elimination System (NPDES) outfall at Calibogue Sound (NPDES Permit No. SC 004 7724). The volumetric flowrate of the concentrate effluent will increase permitted flow from 0.72 MGD to 1.73 MGD. This public hearing and the matters to be discussed are subject to the provisions of the 208 WQMP, developed in accordance with the South Carolina Department of Environmental Services statewide water quality management program.
