NOTICE OF PUBLIC HEARING Notice is hereby given that the City of Kerman Planning Commission will hold a Public Hearing on Monday, September 14, at 6:00 p.m. or as soon thereafter, at City Hall, Council Chambers, 850 S. Madera Ave. Kerman, CA, 93630, to consider the following items: Project Description: Development Plan Review Permit (2026-02) and Conditional Use Permit (2026-05) pertaining to the Harvest Estates residential development (Tract 6509), filed by McCaffery Homes (Applicant). Project Location: The project site is generally located on the east side of North Madera Ave (State Route 145), between West Nielsen Avenue and West Whitesbridge Road (State Route 180), consisting of a portion of three (3) parcels that total approximately 31.28 acres. The area is identified by the Fresno County Assessor as APNs 025-130-48, 025-130-47, and 025-130-60S. CEQA: The items described herein are considered "projects" under the California Environmental Quality Act (CEQA), as the City has discretionary authority to approve the project(s). The City Council previously adopted the Mitigated Negative Declaration (MND) (ENV 2025-02) for the Harvest Estates residential development (Tract 6509) on April 22, 2026. The MND identified the Development Plan Review Permit and Conditional Use Permit. No subsequent review is required under CEQA Guidelines section 15162.
