NOTICE OF PUBLIC HEARING AND COMMENT PERIOD CONSOLIDATED ANNUAL PERFORMANCE EVALUATION REPORT
PROGRAM YEAR 2025-2026 In accordance with federal regulations, the City of Fresno (City) has prepared the Consolidated Annual Performance Evaluation Report (CAPER) for the 2025-2026 Program Year. The CA- PER describes the City’s accomplishments using federal Community Development Block Grant (CDBG), Home Investment Partnerships (HOME), Emergency Solutions Grant (ESG), and Housing Opportunities for Persons with AIDS/HIV (HOPWA) funds. Evaluation of program per- formance covers the period July 1, 2025, through June 30, 2026. On August 17, 2026, the City will make available a Public Review Draft of the 2025-2026 CA- PER for a fifteen-day review and comment period at www.fresno.gov/housing. Written comments must be received by 5 PM September 1, 2026; the following options are available for submitting written comments:

The Council of the City of Fresno will conduct a public hearing to receive public comments on the draft CAPER on September 17, 2026.
