CITY OF FRESNO PLANNING AND DEVELOPMENT DEPARTMENT NOTICE OF PUBLIC HEARING FOR THE SOUTHEAST DEVELOPMENT AREA SPECIFIC PLAN AND RELATED FINAL PROGRAM ENVIRONMENTAL IMPACT REPORT (SCH NO. 2022020486) NOTICE IS HEREBY GIVEN that the Fresno City Planning Commission, in accordance with Fresno Municipal Code (FMC) Section 15-5007, California Government Code Section 65854, and in accordance with the procedures of Article 50, Chapter 15, of the Fresno Municipal Code, will conduct a public hearing to consider the draft Southeast Development Area Specific Plan and related Final Program Environmental Impact Report (FPEIR), State Clearinghouse (SCH) No. 2022020486. At the hearing, the following will be considered: Project Description: The proposed project is the adoption of the Southeast Development Area (SEDA) Specific Plan which entails amendment of the Fresno General Plan, certification of an Environmental Impact Report, and future updates to the City of Fresno Zoning Code. The SEDA Planning Area includes approximately 9,000 acres and is generally bounded on the west by Minnewawa, Temperance and Locan Avenues, on the east by McCall, Highland and Temperance Avenues, on the north by the Gould Canal, and on the south by North and Jensen Avenues. 1. Plan Amendment Application P23-03090: Proposes to adopt the Southeast Development Area Specific Plan. 2. Plan Amendment Application P23-03091: Proposes to update the Planned Land Use Map (Figure LU-1), the Dual Designation Map (Figure LU-2) and text of the Fresno General Plan to incorporate the land use changes proposed in the Southeast Development Area Specific Plan. 3. Program Environmental Impact Report Sch No. 2022020486: In accordance with the California Environmental Quality Act (CEQA), a Program Environmental Impact Report (PEIR) was prepared by the City to consider potential impacts associated with implementation of the project, and to provide mitigation measures that would reduce impacts to less than significant levels. The Draft PEIR was released for a 45-day public review period from February 7, 2025 to March 24, 2025. All documents to be submitted to the Planning Commission for its consideration prior to or at the hearing shall be submitted to the Planning Commission by 4:00 p.m. the day prior to the Commission agenda item being heard pursuant to the Planning Commission rules and procedures.
