INVITATION TO BID NORTH OF RIVER SANITARY DISTRICT NO.1 WRRF EXPANSION BAKERSFIELD, CA North of River Sanitary District (NORSD) (Owner) invites Bidders to submit sealed Bids for NORSD District No. 1 Water Resource Recovery Facility (WRRF) Expansion, which includes: expansion of existing preliminary and primary treatment, including new coarse screens, influent pumps, grit removal unit, primary clarifier and fine screens; construction of new secondary liquid treatment with new bioreactor coupled with membranes; expansion of existing anaerobic digestion capacity to include new anaerobic digesters, gas storage, expand screw press, new rotary drum thickeners, sludge pumping, gas storage, new potable and recycled water pumping systems, new plant drain pump station, repurpose secondary clarifier as new emergency storage tank and associated yard piping, new medium-voltage electrical distribution system and standby generators, electrical and controls integration; and all materials and equipment, construction, and services inherent to the Work. The Owner has pre-selected the following equipment and is included in the design and named in the Specifications. Bidders are required to include the pre-selected equipment at the prices quoted by the equipment Supplier as specified in the Bid Form. Membrane Bioreactor Blowers Mixers and Aerators Fine Screens Grit removal unit Electraulic Actuators Sealed Bids will ONLY be accepted from the following three Bidders previously PRE-QUALIFIED: Kiewit Infrastructure West Co. Shimmick Construction Company, Inc. M. Lyles Co The Work shall be substantially complete within 1,200 calendar days from the commencement of Contract Time and completed and ready for final payment within 1,320 calendar days from the commencement of Contract Time. This Project is to be funded wholly or in part with monies made available through a loan under the Water Infrastructure Finance and Innovation Act (WIFIA) program administered by the U.S. Environmental Protection Agency (EPA) and compliance with certain Federal provisions is required but not limited to the American Iron and Steel Requirements of P.L. 113-76 (the Consolidated Appropriations Act of 2014) and Davis-Bacon Act and wage requirements. NOTE: The Build America, Buy America (BABA) Act requirements are waived for this Project. The contents of these Bidding Documents do not necessarily reflect the views and policies of the Environmental Protection Agency, nor does the EPA endorse trade names or recommend the use of commercial products mentioned in the Bidding Documents. The awarded Contractor shall not discriminate on the basis of race, color, national origin, or sex in the performance of any resulting Contract and shall carry out applicable requirements of 40 CFR Part 33 in the award and administration of contracts awarded under EPA financial assistance agreements. Failure by the awarded Contractor to carry out these requirements is a material breach of the Contract which may result in termination of the Contract or other legally available remedies. Bidding Documents may be obtained electronically at no cost for examination and use on or after July 22, 2026 at 9:00 a.m. local time by requesting to be registered via email at jnord@mknassociates.us and subject line "NORSD – WRRF Expansion" to obtain the Bidding Documents and other related public information. Instructions for downloading the Bidding Documents and accessing other related public information will then be provided by email. Documents from third parties are not considered official Bidding Documents. A mandatory pre-Bid conference will be held at 8:00 a.m. local time on July 28, 2026 at 28970 7th Standard Road, Shafter, CA 93263. Bidders are required to attend and participate in the conference. Bids may not be accepted from Bidders who fail to attend the mandatory pre-Bid conference. Sealed Bids will be received until 10:00 am local time on September 17, 2026 by Owner at 204 Universe Avenue, Bakersfield, CA 93308, Attention: Patrick Ostly, District Manager. Bids will then be publicly opened and read aloud. Bids received after the time of announced opening will not be accepted. Complete sets of Bidding Documents shall be used in preparing Bids; neither Owner nor Engineer assumes any responsibility for errors or misinterpretations resulting from the use of incomplete sets of Bidding Documents, Bidding Documents or any portion thereof provided by third parties, or for modifications to the Bidding Documents not made by official Addenda, including electronic conversion. Bid security in the amount of 10 percent of the Bid must accompany the Bid in accordance with the Instructions to Bidders. Pursuant to the provisions of Part 7 Chapter 1 (beginning with Section 1770) of the California Labor Code, the successful Bidder shall pay not less than the prevailing rate of per diem wages as determined by the Director of the California Department of Industrial Relations. Davis-Bacon prevailing wages also apply as determined by the U.S. Department of Labor. In case of discrepancy between state wage rates and Federal wage rates, if any, the higher wage rates shall apply. Owner reserves the right to reject any or all Bids, including without limitation, nonconforming, nonresponsive, unbalanced, or conditional Bids. Owner further reserves the right to reject the Bid of any Bidder whom it finds, after reasonable inquiry and evaluation, not to be responsive or responsible or not meeting the specified qualification or quality requirements, based on poor references or otherwise.
