NOTICE OF FRESNO CITY COUNCIL HEARING REGARDING THE 2026 ACTIVE TRANPORTATION PLAN UPDATE, ACTIVE TRANSPORTATION PROJECT PRIOITIZATION TOOL UPDATE, AND RELATED ENVIRONMENTAL ASSESSMENT
NOTICE IS HEREBY GIVEN that the Fresno City Council, in accordance with the procedures of Chapter 2, Article 6, Section 2-603 of the Fresno Municipal Code (FMC), will conduct a public hearing to adopt the draft 2026 Active Transportation Plan (ATP) update, accept the updated Active Transportation Project Prioritization Tool, and adopt the related Environmental Assessment.
Project Description. The City of Fresno Active Transportation Plan (ATP) serves as the City's comprehensive strategy and vision to improve and promote walking, bicycling, and rolling for residents of all ages and abilities. The current 2026 ATP project is to update the 2017 ATP with information and data gathered and informed by public outreach and engagement efforts, coordination with partner agencies, and analysis of safety data and existing infrastructure. The Active Transportation Project Prioritization Tool is being updated to reflect 2026 ATP information.
Project Location: The Active Transportation Plan applies citywide within the City of Fresno Sphere of Influence.
The specific items filed are described as follows:
1. Environmental Assessment finds that the 2026 City of Fresno Active Transportation Plan is statutorily exempt from the requirements of the California Environmental Quality Act (CEQA) pursuant to California Public Resources Code Section 21080.20 and recommends adoption of the Environmental Assessment.
2. The proposed resolution is to adopt the 2026 Active Transportation Plan and accept the updated Active Transportation Project Prioritization Tool.
Public hearing on these items is scheduled with the Fresno City Council as noted below; City Council's action is final.

Any interested person may appear at the public hearing and present written testimony or speak in favor or against the project being considered. All documents submitted to the City Council for its consideration should be submitted according to the instructions provided in the respective agendas at least 24 hours prior to the start of the Council Agenda item being heard, pursuant to the City Council's meeting rules and procedures. If an individual challenges the above applications in court, they may be limited to raising only those issues that were raised at the public hearings described in this notice, or in written correspondence delivered to the Public Works Department and/or City Council, at or prior to the public hearing. The Environmental Assessment, 2026 Active Transportation Plan update and the updated Active Transportation Project Prioritization Tool will be considered by the City Council.
